Job Description :
We are currently seeking aTraining Program Specialistto join our team onsite atFort Sam HoustoninSan Antonio, Texas. The successful candidate will serve as the training specialist in the CBRNE Programs Branch, Department of Contingency Operations Programs, Defense Medical Readiness Training Institute (DMRTI). They will plan, coordinate, and supervise activities involving acquisition and distribution of all training resources for developing and executing joint training curriculum for Public Health Emergency Officers (PHEO) and Medical Treatment Facility (MTF) Emergency Managers (MEM) in accordance of DODI 6200.03, Public Health Emergency Management (PHEM). Ensure all training materials developed are IAW published standards and guidance. Researche latest technologies, tactics, techniques and procedures and tailors these to meet real world requirements. Develop new concepts, training aids and materials, and course management processes.
Essential Duties & Responsibilities:

Develops training materials for complete, full-length courses, or major course units of comparable scope for PHEO’s and MEM’s under the supervision of the Chief, CBRNE Programs, DMRTI. Reviews existing training material and determines its usefulness or need to develop new materials in compliance with the instructional design. Prepares training materials and supporting instructor and student guides. Identifies, collects, and arranges all materials required in conducting training courses for assigned subject matter area, and integrates into Service regulations, field manuals, mission training plans, and/or training products. Develops data collection instruments such as interviews, questionnaires, and checklists. Explores full range of possibilities for presenting training material, to include computer-based interactive courseware or distance learning instruction modules.

Performs entire analysis, design and development of Programs of Instruction (POI’s) for PHEO and MEM training programs, which may be used in residence or part of a mobile training team. Ensures training is task based, performance oriented, is progressive and sequential, meets environmental and risk assessment requirements, and trains students to standard. Conducts research and uses evaluation methodologies, statistical analyses, and evaluation instruments (i.e., tests and survey instruments, field feedback questionnaires, statistical measurement and software instruments) to predict effectiveness and efficiency of training implementation, student achievement, and relevance of training/products to the operational environment. Conducts external evaluations to determine if the training;/products meet the requirements of the operational environment of the legacy and objective forces. Identifies training and training development needs, deficiencies, and resource requirements; develops final reports which include charts or other graphics to depict statistical findings; and makes recommendation for corrective actions.

Reviews and recommends resource computations and milestone scheduled developed for training initiatives which outline long-range plans to develop, implement, or revise individual training programs to meet training requirements. Maintains oversight of the documentation of all resource requirements (i.e., dollars, manpower, equipment, etc.) and, in conjunction with training materials developed, establishes milestones for major events throughout the development of training material. Monitors the progress of scheduled milestones to ensure product is on schedule. Reviews proposed modifications and recommends approval/disapproval. Responsible for staffing execution plans and is the point of contact and overseer for follow-up actions.

Maintains liaison with services, international, government, military and non-governmental subject matter experts in the development and coordination of training and education opportunities concerning public health emergencies. Establish collaborative working relationships with key international training and education development centers, select academic institutions, and key think tanks to share information and arrange collaborative opportunities. Establish collaborative working relationships with key members of the other agencies to share information, participate in joint ventures, and provide assistance for multi-agency training and education work. Establish relationships with key training and education developers.
Job Requirements :
· A minimum of 2 years current experience relevant to the public health field and 1 year experience relevant emergency management.
· Must be able to demonstrate autonomy and a high degree of discrimination identifying, assessing, and completing priorities of responsibility.
· Must be able to plan, assess, implement, coordinate and evaluate PHEO and MEM training requirements and programs.
· Specialized training in emergency planning/management, biological preparedness, and chemical, biological, radiological, and nuclear, and high-yield explosives (CBRNE) planning and responses is required.
· Additional skills and knowledge of public health planning and training requirements of PHEO essential to effective public health emergency management particularly identified in Department of Defense Instruction (DODI) 6200.03, Public Health Emergency Management.
· Knowledge of a variety of federal and military regulations and guidelines related to training.
· Knowledge and experience in medical doctrine, organizational, training, materiel, leader development, personnel and facilities (DOTMLPF) analysis and/or development is required.
· Comprehensive knowledge and skills in training and educational theories and principles, and have ability to apply these principles and theories in ascertaining needs for training and education through development of educational research, job and task analyses, and surveys.
· Knowledge of doctrinal and training and education publications, functional area assessments, Mission Area Develop Plan, and doctrine concepts and scenarios to research, analyze, and determine impact of doctrinal and training and educational literature, publications and programs.
· Knowledge and skills in using a variety of analytical management techniques (for example: workflow-charting, task analysis, organizational analysis, and performance evaluation criteria).
· Skill in visualizing the effects and ramifications of recommended changes and in exercising ingenuity and inventiveness in devising recommended solutions to problems.
· Skill in the techniques of formal instruction in the classroom setting.
· Skill in problem identification, problem resolution and conflict management.
· Skills and ability in presenting findings, conclusions and recommendations both orally and in writing in order to present briefings and papers.
· Skill in applying research practices and principles by evaluating and analyzing research data to identify and develop training tasks and performance measures.
· Knowledge of office automation to include PC’s and software such as word processor, graphics (PowerPoint), spreadsheets (Excel), database, internet and electronic mail. Working knowledge of computers and computer systems in order to apply a variety of software applications and functions when establishing databases and spreadsheets.
