Note: Reimbursable Funded Position Position Summary: The Teacher Effectiveness Design Associate will support the implementation of a major policy and strategic goal to improve teacher performance by participating in the design and delivery of a human resources training program that supports the implementation of a performance evaluation and development system for teachers. This system will support the citywide instructional vision for strengthening student work and teacher practice. The Associate will manage the creation of performance management resources, modules, and videos that will be stored on the Department of Educaiton’s online learning management system, ARIS Learn. The initial development and ongoing modification and enhancement of this material must be kept confidential until adoption by senior managers and shared with the United Federation of Teachers (UFT). The ideal candidate is someone who enjoys managing development and execution of complex, multifaceted human resources initiatives, thrives in a fast-paced environment, is a strong performance evaluation developer and facilitator of adult learning experiences, and is interested in many aspects of teacher performance management including system design, analyzing past practices, developing related content for online learning, and researching emerging trends in teacher development/effectiveness. Reports to:Senior Director, Teacher Effectiveness Design, Office of Teacher Effectiveness (OTE) Direct Reports: N/A Key Relationships:Staff across the Office of Teacher Effectiveness and Division of Talent, Labor and Innovation. Manage consultants, as necessary to create professional development materials. RESPONSIBILITIES * Synthesize and document best practices related to the implementation of the teacher evaluation and development model in 107 pilot schools and 33 Transformation/Restart Schools: * collaborate with the OTE Implementation team to identify, synthesize and package best practice profiles related to the new evaluation and development model. * Design and produce learning opportunities for ARIS Learn that build understanding of the new teacher evaluation and development system and build skills to implement the system effectively: * design resources for administrators and teachers; and * direct the work of consultants and external vendors to produce content for ARIS Learn. * Market ARIS Learn Learning Opportunities for Pilot and Transformation/Restart audiences: * create monthly newsletter/website “blurbs” to build awareness of resources and supports. * Support Professional Development (PD) initiatives of the Office of Teacher Effectiveness: * work with Pilot PD Director to support design and facilitation of professional development for the 107 schools in the Talent Management Pilot; and * work with Transformation/Restart PD Director to support design and facilitation of professional development for the 33 Transformation/Restart Schools. * Conduct analysis of confidential pilot teacher rating data to inform professional development. * Manage special projects across the Design Team, including: * inter-rater reliability tools/strategy for ensuring administrators have a shared understanding of the rubric of teacher practice used in the evaluation and development model; and * system-wide scale up project planning for PD and supports. * Assist in devising strategies for providing improved support and training to school leaders around teacher effectiveness policies. * Provide support to the Teacher Effectiveness Design Team to monitor and analyze confidential data related to pilot teacher evaluations in ARIS Learn, as needed. * Support data analysis to inform planning related to development of web-based and other resources to support Transformation/Restart schools and schools participating in the Talent Management Pilot. Qualification Requirements: Minimum 1.A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s); or * A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in'1'above. Preferred * Passion for the Children First Agenda and commitment to the success of all NYC students. * Strong oral and written communication skills. * Knowledge of curriculum design and assessment. * Familiarity with Danielson’s Framework for Teaching and the Common Core Learning Standards. * Experience providing professional development to teachers, school leaders and others. * Strong interpersonal skills; ability to build and cultivate personal relationships, work effectively with diverse groups, and drive agreement in the face of different opinions. * Strong problem-solving and project management skills; strong detail orientation and organizational skills, ability to balance the big picture with detailed steps to reach the end goal. * Systems thinker with the ability to design disciplined and sustainable processes and systems that produce results. * Knowledge of urban public education, preferably including school leadership and/or classroom teaching experience. * Familiarity with the principles of adult learning. * Ability to learn quickly and take initiative. * Experience in video production, project management or arts administration. * Experience creating web content. * Experience developing or leading trainings for adults. * Fluency in all Microsoft applications, e.g., Word, Excel, Outlook, PowerPoint and basic Web browsers and searches. Note: Reimbursable Funded Position Salary:$75,828+ (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
