Job Description

NOTE:This grant-funded assignment is for one year with the possibility of renewal for up to three years.
 
Position Summary:Talent Managers will play a key role in the implementation of a pilot talent management system that advances New York City’s goal of ensuring that every classroom is led by an effective educator.  Each Talent Manager will be embedded in a network team serving ~20 schools participating in a pilot a teacher evaluation and development system intended to fairly and accurately assess teacher effectiveness, and to help each teacher grow professionally.
 
The Talent Manager will work within the network team to establish new, and enhance existing, talent management strategies and systems, with a focus on ensuring sustainability beyond the pilot year.  S/he will play a central role in facilitating information-sharing between the network team and pilot staff working directly with the schools they serve.  The Talent Manager will advise on and build systems to enact network-wide talent management initiatives aligned to each network’s existing goals and identified talent management challenges related to topics such as teacher recruitment, assignment, evaluation, development, retention and leadership cultivation.  S/he will support successful implementation of the pilot at the school level by advising on implementation of local student assessments that will be administered as part of the pilot.  The Talent Manager will also inform central efforts to develop and refine related systems, tools and policies. Performs related work.
 
The ideal candidate is someone who enjoys managing the development and execution of complex, multifaceted initiatives, thrives in a fast-paced environment and is interested in adult development and talent management.
 
Reports to: Senior Director, Teacher Effectiveness Implementation

Key Relationships:Partners with the network leader and network staff to address existing and emerging talent management challenges, and to ensure that related strategies and policies are effectively implemented. Work closely with the Senior Director, Teacher Effectiveness Implementation, other Talent Managers (5), Talent Coaches serving the pilot schools in assigned network (2-3).  Collaborates with the Teacher Effectiveness Design team.  Collaborates closely with other teams supporting the pilot within the Division of Human Resources and Talent (DHRT), including the offices of Talent Management Strategy, and Talent Research and Data.  Outside of DHRT, collaborates with offices within Division of Academics, Performance and Support including the Office of School Support and Office of Assessment.  Liaises with other DOE departments to coordinate cross-functional work.
 
Responsibilities
 
The Talent Manager will drive successful implementation of the Talent Management Pilot within one network (serving ~20 pilot schools) through activities including:
* Design, coordinate and implement a cohesive system of talent management initiatives and policies across a network in close collaboration with network team.
* Convene talent coaches and principals across the network to facilitate network-level norming sessions to establish a common understanding of what effective teaching looks like.
* Diagnose area(s) for growth related to talent management, and establish and/or refine a plan to advance network practice in identified area(s) in the pilot year and beyond. Lead the development and implementation of strategies related to areas including:
* Teacher recruitment and retention;
* Strategic staffing and assignment;
* Ensuring accurate and useful teacher evaluations and high-quality teacher support;
* Identification and development of future leaders; and
* Providing differentiated development for school leaders.
* Develop tools and establish processes that facilitate use of talent data to inform network-level decision-making and strategy related to the topics listed above.
* Discuss strategies with Talent Coaches to support schools in having the necessary systems and structures in place to guarantee the success of the Talent Management Pilot.
* Facilitate the understanding across the Network, the link amongst Common Core State Standards, Data Driven Instruction and Teacher Evaluation.
* Analyze Talent Management Pilot data on a regular basis with Talent Coach to ensure that schools are meeting their targets.
* Working closely with the central Office of Assessment, provide intensive support to network talent coaches and school leaders to facilitate smooth implementation of new local measures of student learning rolled out through the pilot.
* Capture best practices identified within the pilot to disseminate across pilot networks and inform the central team.
* Work with the network leadership to present analysis and provide strategic support and advice based on best talent practices and policies.
 
Qualification Requirements:
 
Minimum
 
* A baccalaureate degree form an accredited college and four (4) years of satisfactory full-time professional experience in one or a combination of the following: management or methods analysis, operations research, organizational research or program evaluation; personnel, public administration or education administration, staff development and training, recruitment, performance management, personnel relations, employee benefits, talent development, employment program planning/administration, labor market research, or in a related area.  At least 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; OR
* A master’s degree from an accredited college in a related field and two (2) years of satisfactory experience as described above.
* However all candidates must have the 18 months of executive, managerial, administrative or supervisory experience as described above.
 
Preferred
 
* Strong education background and instructional skill set with at least 5 years of teaching experience and/or teacher support experience, preferably in high-needs schools.
* Previous school leadership or instructional management experience or experience working with school principals in either a support or supervisory capacity.
* Experience leading organizational change and in communicating change in the public sector environment.
* Experience in talent management in leading non-profit organization or large company.
* Working knowledge of the New York City DOE.
* Demonstrated commitment to outcome-based accountability, data-driven decision-making, differentiated instruction, and continuous adult learning as drivers of improved student outcomes.
* Excellent analytical skills, including experience working with qualitative and quantitative teacher performance data.
* Experience in developing and executing field-based human resources initiatives and talent development programs.
* Knowledge of best practices and current trends in education policy, adult learning and talent management.
* Outstanding communication skills, both written and oral.
* Flexibility and comfort with ambiguity.
* Excellent attention to detail.
* Ability to work independently and manage multiple responsibilities simultaneously.
* Strong interpersonal and teamwork skills.
* Good ability to critically assess challenges and identify effective solutions.
* Ability to work effectively with others at all levels of an organization and to consistently display a high level of professionalism in all interactions.
* Ability to thrive in an entrepreneurial and dynamic environment.
* Comfort working with computers and strong working knowledge of the Microsoft Office suite.
 Salary:$95,000+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
