Job Description

Position open to permanent Education Analysts or candidates who have taken the recent civil service examination for the title. 
 
Position Summary:As part of the Office of Talent and New Initiatives, the Talent Associate, Teacher Effectiveness will support the work of the Teacher Effectiveness Group (TEG) on teacher effectiveness projects which include data reporting, communication and training work streams for teacher effectiveness initiatives as well as all aspects of teacher tenure decision making. Maintain confidentiality of all project data and information especially as it relates to the Teacher Effectiveness Pilot and the Tenure Notification System. Performs related work.
 
Reports to:  Manager, Teacher Effectiveness

Key Relationships:Division of Human Resources (DHR), Division of Instructional and Information Technology (DIIT), Office of Labor Relations and the Division of School and Support Instruction (DSSI).
 
Responsibilities
 
Project Management
 
* Support the Teacher Effectiveness Pilot and teacher effectiveness related initiatives.
* Manage the day-to-day operations of the online Teacher Tenure Notification System that tracks tenure decisions for school-based probationary staff.
* Manage workflow and priorities with the DIIT project team to enhance the Tenure Notification System. Ensure that system enhancements are aligned with policy and legislative mandates.
* Serve as a liaison to divisions within the Department of Education (DOE) including DHR, DIIT, and DSSI for cross-functional initiatives such as teacher tenure. 
 
Data and Reporting Systems Support
 
* Review and synthesize data from numerous sources including Human Resource (HR) systems such as Employee Information System (EIS), Location Generation and Management System (LCGMS) and NYCAPS.
* Create and disseminate data and reports regarding teacher tenure decisions, teacher evaluations and other teacher effectiveness sources. Create customized reports for a wide variety of audiences from school based and central staff to external audiences.
* Support the planning, development, and implementation of a teacher performance management platform.
 
Communications and Training
 
* Manage communication with the field and other DOE divisions and teams, provide assistance on teacher effectiveness information and escalate issues as appropriate.
* Support tenure decisions for school based probationary staff.
* Act as front line for inquiries from principals, superintendents, and network staff about particular tenure decisions;
* Help principals and superintendents interpret and apply tenure policies to particular decisions and escalate cases to the Office of Labor Relations and/or field-based legal counsel, as necessary;
* Review reports to support particular tenure decisions; and
* Maintain confidentiality on all decisions and information.
* Draft and edit communication materials for TEG members, including memoranda, presentations and decks.
* Collaborate with TEG team members to develop and coordinate trainings for school-based, network and central DOE staff.
 
Qualification Requirements:
 
Minimum
 
* A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or
* A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management; or in a related area.
 
SPECIAL NOTE:To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in'2'above.

Salary: $57,607+
