Employment Conditions: Wage Range 70 ($26.40 per hour). This position is covered by the provisions of a collective bargaining agreement, including a fair share clause. Health and dental benefits are provided and other benefits according to specified eligibility requirements. The employee selected will serve a twelve (12) month probationary period. This posting will be used to fill similar vacancies that occur within three months of the closing date.
Hours: This is a full-time, 38 3/4 hours per week, 52 weeks per year position. Monday-Friday: 8:00 am- 4:15 pm. However, schedule is subject to change by the supervisor. Organizational Function and Responsibilities:
ORGANIZATIONAL FUNCTION AND RESPONSIBILITIES: The Systems Analyst will work in teams and independently to develop and maintain Madison College Enterprise Applications (PeopleSoft and other ancillary applications). This position is expected to perform highly complex technical programming in an agile environment, analyze administrative needs, define requirements, design and document application changes. The systems analyst work products will have district-wide or system-wide implications. The Systems Analyst will assist in troubleshooting of PeopleSoft application issues and maintaining system functionality. A foundation of JAVA and/or SQL will be critical in the support of all PeopleSoft administrative systems (HR/Finance/SA/Portal) within Madison College and the Southern Wisconsin Consortium (SWC).
This position works independently and directly with user clients on development projects for which they have total responsibility. Critical thinking will be essential for rapid resolution and application deployment. Frequently, systems analysis, documentation, programming and testing will be performed simultaneously by this individual.
The position reports to the Director of Administrative Applications.
Essential Duties: The following duties are typically expected of this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Analyst for System Design a. Interview prospective system users to identify and document business requirements. b. Translate business requirements into a general system design. c. Identify iterative development timeline. d. Secure appropriate sign-off prior to proceeding to assure work done to date will meet user needs.
2. Analyst for application troubleshooting a. Meet with customers and peers to accurately understand and define the business problem. b. Utilize state of the art skill sets to translate the problem into a clearly documented technical issue. c. Create thorough and accurate documentation that provides a technical solution to the business problem. d. Ensure all project documentation is written to meet the department standards. 3. Programmer for system design, application troubleshooting and maintenance a. Write application programs/customizations as required to complete the technical specification or project request. b. Break down into manageable parts when appropriate and discuss staff assignments. c. Complete manageable parts in a logical and timely manner d. Ensure that all design documentation is complete and meets the standards of the department. e. Provide frequent communications throughout the development cycle to keep Project manager, customers and peers apprised of development progress. 4. Structure and complete testing a. Structure and implement both functional and technical test plans to ensure the successful and accurate completion of the specification. b. Update previous and write remaining documentation following department standards prior to implementation. c. When appropriate, structure and provide user training. d. Secure appropriate sign off prior to implementation to assure customer acceptance. 5. Maintain expertise in emerging technologies: a. Maintain an understanding of the application of technology in other organizations in order to maintain an aggressive pace of innovation at Madison College. b. Identifies and attends professional training sessions and workshops to increase knowledge in related areas. c. Reviews trade and vendor publications as needed to maintain expertise in available processes, products and technologies. 6. Demonstrates a commitment to the college values of excellence, respect and integrity.
Knowledge, Abilities, and Skills 1. Demonstrated knowledge of object-oriented application development. 2. Demonstrated knowledge of both SQL and JAVA. 3. Demonstration of critical thinking during stressful situations involving the need for rapid and accurate problem resolution. 4. Practical understanding of the application development lifecycle process. 5. Practical understanding of project management. 6. The ability to investigate and analyze information in order to draw conclusions and understand the complex interrelationships between systems and the district-wide impacts of any changes. 7. Ability to utilize programming tools available to determine root causes of critical issues. 8. Ability to direct and communicate effectively with other employees in the analysis of major and/or complex administrative application systems. 9. Ability to work and communicate effectively with departmental administrators involving educational administration problems. 10. Demonstrated skill in communications and human relations with diverse populations.
Qualifications: 1. Associate Degree in computer science, management information systems or closely related field is required, or two years (4000 hours) of an equivalent combination of education and work experience directly related to the skills required for successfully performing this position.
Experience used as an educational equivalency is in addition to any work experience required for the position.
