Perform in a principle role of supporting the govt Acquisition Manager with all acquisition management tasks, including development of program strategy, planning and contract proposals.
Prepare Acquisition Plans (AP), Acquisition Strategies (AS), Sole Source Justifications & Approval (J&A) and other acquisition related documents.
Prepare all sections of the government Request for Proposal (RFP) for both sole source and competitive contracts.
Participate in the evaluation of vendor proposals and prepare Technical Advisory Reports (TARs).
Interface with Navy Procurement Contracting Officers (PCO) in NAVSEA Contracts and other contracting entities to obtain final contract documentation.
Prepare contract modifications for all Program Office branches.
Research and prepare Plan of Action and Milestones (POA&Ms) as a timeline for all contracting actions.
Required Skills/Education/Certifications:
Bachelor's Degree in Business, Contracts, Management, or related field.
Five (5) or more years experience in support of DoD acquisition programs, specifically with acquisition and contract management.
Solid understanding of the DoD Acquisition System; Joint Capabilities Integration & Development System (JCIDS); Programming, Planning, Budgeting and Execution (PPBE) System; Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
Familiar with DoDI 5000.02, Defense Acquisition Guidebook, and SECNAVINST 5000.2.
Experience with originating RFPs and preparing contract modifications.
Previous liaison experience with various DoD acquisition stakeholders, such as technical/design agents (field activities and vendors) and Program Executive Officer (PEO) staffs.
Ability to control/analyze multiple projects, organize large workload with speed and efficiency to meet deadlines. Detail oriented.
Excellent communicate skills (written and oral) with ability to interact effectively with customers, partners, and associates at all levels.
Expert skills in Microsoft Word, Excel, and PowerPoint.
Active SECRET clearance required. Must be available to travel 10-15%.
Desired Skills/Education/Experience:
Former DoD (military or civilian) experience highly desirable.
Completion of various Defense Acquisition University (DAU) coursework.
