Responsible for developing and implementing processes and projects consistent with the University's long term utilities strategy while providing leadership to the department, including technical oversight of 24/7 Control Center Operations. Direct reports include the Senior Energy Conservation Engineer and Systems Engineer. Essential Duties 1. Provide management and leadership in creating a campus wide Energy Policy/Program. Work to increase the visibility of energy management while assuring accountability and commitment from core parts of the organization. Obtain recognition for achievements. 2. Measure, track, evaluate and communicate results to Senior Management and Campus Departments. 3. Develop, oversee and monitor comprehensive energy programs and initiatives for all of Yale Campuses in support of Yale's energy and sustainability goals and objectives. 4. Build upon current master planning efforts and develop future planning for energy based initiatives. 5. Jointly manage the Control Center Operations (the campus energy management and control system) at Central Campus. Management responsibilities include technical operations and functionality, change compliance, hardware/software technical issues, integration within Capital Projects, continuous commissioning, trending and load shed programs. 6. Directly interface with the Campus Metering Program for all campuses and power plants to obtain, evaluate and reconcile utility metering data. Includes management of: data collection and historical analysis; interface with Distribution for maintenance and upkeep of meters; coordinate resulting energy changes to the appropriate accounts. 7. Manage the tracking and analysis of energy and water consumption for all campus buildings and utility power plants. 8. Develop and oversee the maintenance of monthly reports which document campus wide energy consumption and GHG Emissions, contain historical energy performance analysis, identify areas/buildings for potential energy improvements. 9. Identify, track and apply Utility and Government based incentive programs to current projects and initiatives. 10. Evaluate and recommend solutions for energy conservation both within buildings and within the power plants. Develop, formulate and implement energy based projects. 11. Support development and maintenance of design guidelines in support of energy initiatives and Control Center operations. 12. Provide leadership and inspiration to a staff of professionals and L35 Union employees. Create an atmosphere where by people can exchange ideas incorporating best practices and creativity. Foster a culture of teamwork with colleagues in Utilities/Engineering and with other departments. Provide administrative leadership for staff, evaluating performance and providing for training and professional development. Coordinate with the Facilities Business Office and Human Resources on any staff actions, such as hiring and staff relations matters. Maintain appropriate employee records. 13. Provide a high level of specialized expertise through participation with the University Budget, Investment and Procurement Offices in the development of purchase strategies for various utility commodities such as gas, electricity, oil, water and sewer. 14. Work in collaboration with the University Budget Office and the Facilities Business Office in the development of short and long term commodities budgets and financial projections. 15. Work in concert with Yale trade personnel in identifying and implementing energy based projects and initiatives. 16. Evaluate project energy and water LEED commitments. 17. Develop and manage a program for Measurement and Verification (M&V) as it relates to LEED projects and Continuous Commissioning efforts in collaboration with the Control Center and other Campus Departments. 18. Track, monitor and report on Campus wide water consumption. 19. Utilize internal and external resources for conducting energy analysis and site walkthroughs in support of developing energy savings based projects and/or initiatives. 20. Develop renewable energy strategies and initiatives on and off campus. Required Education and Experience 1. Bachelor's Degree in Engineering and ten years of related experience; or an equivalent combination of education and experience. Additional Education and Experience 1. Experience in strategic planning both in development and implementation. 2. Previous supervisory experience. 3. Experience with financial matters related to facility maintenance, operations and project engineering. 4. Experience with regulatory requirements of the energy industry, energy auditing, negotiating, coordinating and managing contracts in a multi-location environment. 5. Experience in energy engineering, utility cost analysis, facilities management, life cycle cost analysis with strong project management and estimating knowledge. 6. General Knowledge and experience with Building Automation Systems. 7. Preferred: Master's Degree in an appropriate discipline; professional engineer; certified energy manager. Skills & Abilities 1.
