Job Description
Position Summary:As part of the Department of Education’s (DOE) Office of Talent and New Initiatives, the Senior Director, Teacher Effectiveness will be responsible for operational and strategic management of several key initiatives including the launch and scale up of an innovative andcomprehensive teacher talent management system which focuses on teaching effectiveness, tenure reporting systems and a learning management model for teachers. The ideal candidate is someone who enjoys managing development and execution of complex, multifaceted initiatives, thrives in a fast-paced environment, and is interested in many aspects of teacher talent management. Reports to:Executive Director, Teacher Effectiveness
Direct Reports:Teacher Effectiveness Team; managers, support staff and consultants (as necessary).
Key Relationships:
* Collaborate with the Division of School Support, Division of Human Resources, Division of Achievement and Accountability Resources, Division of Teaching and Learning, and other DOE departments to drive cross-functional teacher effectiveness initiatives.
* Partner closely with the Research and Policy Support Group and the Talent Analytics team to drive the strategy of our teacher effectiveness programs.
* Manage contracts and daily work with external vendors and consultants.
* Consult with the Office of Labor Relations and the Office of Legal Services on policy matters.
Responsibilities
* Advise the Chief of Talent and New Initiatives and Cabinet-level DOE leaders on the creation and implementation of teacher effectiveness policies and processes.
* Work closely with the Executive Director, Teacher Effectiveness and senior staff throughout the organization to develop and implement a rigorous evaluation system for teachers.
* Manage processes related to the development and implementation of online systems related to performance management and tenure processes for teachers.
* Develop and implement tools and protocols for program evaluation, best-practices research and continuous improvement in areas such as teacher tenure.
* Partner with the Talent Analytics team to drive the analysis of large sets of confidential human capital data to inform innovative strategies, policies and practices.
* Lead cross-functional decision making with internal and external partners; facilitate agreement in a wide variety of settings to launch new teacher effectiveness initiatives.
* Manage the development and implementation of web tools related to instructional leadership and quality, such as ARIS Learn.
* Oversee the implementation of instructional quality initiatives, such as the development and delivery of competency-based professional development offerings.
Qualification Requirements:
Minimum
* A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
* A baccalaureate degree from an accredited college and four years of professional experience in the areas described in'1'above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in'1'above.

Preferred 
* 5+ years of full-time paid experience in HR management, operations management, strategy consulting or a related field.
* Masters degree in business or public administration preferred.
* Superior data analysis skills, as evidenced by past performance and experience navigating large sets of complex qualitative and quantitative data.
* Visionary leader with the ability to engage others on the team and throughout the DOE, city and country to produce extraordinary teachers for NYC schools.
* Experience analyzing and refining existing systems and processes to identify appropriate enhancements and quality assurance mechanisms.
Salary: $95,000+
