SUMMARY OF POSITION:
GENERAL SUMMARY OF POSITION: Under the direction of the Principal Associate who is a senior attorney at the Center for Health Law and Economics at Commonwealth Medicine (“Center”), the Senior Consultant is responsible for advising clients and senior staff in a wide range of matters of health law and policy. The Senior Consultant will perform analyses of state and federal laws and regulations, research health reform proposals and initiatives of the federal health agencies as well as Massachusetts state agencies and other States, assist with legislative and regulatory review and analysis for client agencies and foundations, drafting health reform and policy briefs, drafting contracts for consultants supporting client projects, analyzing impact of new rules and laws on client programs and policies, and other related tasks including review and drafting of health policy related documents. The Senior Consultant will perform health law analyses and policy consulting services to the Center’s senior staff in support of the Center’s most important clients including state and federal agencies, health policy organizations, and foundations.
MINIMUM QUALIFICATIONS: (Education, Experience, Knowledge, and Physical Requirements)
* Juris Doctor degree (J.D.) and member of the Massachusetts bar. * 6-10 years of related legal or health law and policy experience, or equivalent in relevant legal practice, health care consultation, or policy analysis and research. * Demonstrated ability to analyze, orally and in writing, legal implications of complex scenarios * Proven ability to interpret laws and regulations affecting the field of health care and policy.
PREFERRED QUALIFICATIONS: (Experience, Knowledge) * Knowledge of recent state and federal health care policy initiatives * Knowledge of Medicaid laws and regulations * Knowledge of public procurement processes * Working knowledge of administrative law * Prior consultation experience in health law and policy * Prior employment in management or legal position in a government agency related to health programs, entitlements, and benefits * Experience negotiating and drafting complex agreements relating to federal oversight agency approvals, negotiation of intergovernmental agreements relating to Medicaid, S-CHIP or Medicare. * Membership in bars of other New England States a plus
JOB DESCRIPTION:
MAJOR RESPONSIBILITIES: (Detailed list of duties and responsibilities the position performs)
* Ensure that clients are provided with the highest standard of services or products as documented by the degree of client satisfaction and internal responsiveness to client issues or concerns. * Advise all Center staff and the director in all matters relevant to health law and regulations pertaining to client activities. * Assist with the development of new business opportunities in other states, other Massachusetts agencies, with federal agencies, or other health policy organizations. * Assist with the preparation for and facilitate stakeholder meetings on behalf of clients. * Collaborate in business expansion planning. * Prepare and give presentations and travel to client sites. * Draft and review contracts and other agreements and proposals necessary to securing compensation for and documenting services to expectations for key clients, subject to review by appropriate University offices. * Assist Center staff in identifying contractual issues and in memorializing business needs in contracts and other appropriate documents. * Maintain current knowledge of applicable federal and state laws and regulations and be able to assess how those laws and regulations affect client projects involving Center staff and other projects at Commonwealth Medicine. * May advise the Center and other business units within Commonwealth Medicine regarding contracts and competitive procurements, as assigned * Research and respond to ad hoc legal inquiries, as assigned. * Participate in ad hoc workgroups as required, as assigned. * Perform related duties, as assigned.

* Ensures that legal analysis, policy and other documents are clearly written and accomplish intended purpose * Advises Center staff and director as well as Center clients in matters of health law and regulation * Conducts legal and policy research and analysis; draft reports, issue briefs, recommendations, and proposals * Contributes to development of best practices for the Center * May advise the Center and other business units within Commonwealth Medicine regarding Medicaid and other public benefit programs related to health coverage and the import of related state and federal reforms and initiatives.
