Senior Analyst: Military Trainer 4
Northrop Grumman Technical Services sector is seeking experienced former officers / government civilians to work under contract on Eglin AFB, Florida, in support of a joint capability for analyzing combat systems architectures to measure performance across fires, intelligence and command and control (C2)/battle management functions in order to assess capability gaps, military needs, and interoperability deficiencies.
The mission of our deployable analysis team is to use architecture-based methodology to plan and conduct field analysis of C2 information systems and procedures, to produce decision-quality data, and to make fact-based recommendations to improve joint C2 integration and interoperability.
This operational assessment mission requires: machine-to-machine data collection, management and analysis; developing interoperability metrics based on strategic-level guidance and Department of Defense requirements forums; prototype experimentation and validation; understanding joint, interagency, and multinational C2 requirements; intelligence, surveillance, and reconnaissance (ISR), and dynamic targeting procedures.
Roles and Responsibilities include: 1. Performs enterprise-wide horizontal integration planning and interfaces to other functional systems. 2. Writes field assessment plans and reports, performs system analysis, researches and develops system architectures, calculates test measures to establish/validate capabilities and limitations, and deploys to various experimentation venues with Joint Service personnel to conduct assessments. 3. Reviews, collaborates, and analyzes test data to recommend changes to joint fires/C2/ISR equipment, tactics, techniques, and procedures. 4. Oversees key data reduction and data input functions after each test data collection effort and is responsible for database integrity, management, and upgrades. 5. Assists the military subject matter experts in analyzing and interpreting sensitivity study data for report preparation.
Additional responsibilites may include:
Providing consulting expertise to military or defense clients in the development and evaluation of military training and doctrine. May have specialized expertise in planning and executing some or all phases of military training exercises, including doctrinal development, scenario development, and after action review and analysis.
Basic Qualifications: 1. Master's Degree in Management, Administration, Business Administration, Computer Science, Mathematics, Engineering, Defense Analysis, or related discipline. 2. Minimum of 10 years of military or civilian equivalent experience of which at least 5 years must be specialized in Joint Fires, C2, or ISR related fields. 3. Experience must include increasing responsibilities in research and system analysis and demonstrated technical and managerial leadership in a similar scope and depth as described in the operational assessment mission and associated complex tasks. 4. Applicant must possess outstanding interpersonal, written and oral communication skills. 5. This position requires specialized experience: complete project development from inception to deployment; demonstrated ability to provide joint fires mission guidance and direction; proven expertise in the management and control of funds and resources; and demonstrated capability to manage multi-task contracts of this type and complexity. Specialized experience may be obtained concurrently. 6. Must be a U.S. Citizen 7. Must possess and maintain an Active TS / SCI security clearance.
Preferred Qualifications: 1. Joint Specialty Officer (JSO) Qualification 2. Relevant joint combat experience 3. Recent experience providing support to joint and service experimentation in the areas of tactics, techniques, and procedures, combat systems and supporting architectures.
