Job Description:

JOB TITLE:School Family Parent Community (SFPC) Liaison Specialist (6123)

DEPARTMENT:Educational Outreach Program (EOP)

REPORTS TO:Director of Title I and EOP Homeless Liaisons

STARTING HOURLY RATE RANGE:$14.80-$24.11

WORK SCHEDULE:8 Hours/day, 5 days/week

APPLICATION DUE DATE:Open Until Filled

POSITION START DATE:Approximately August 13, 2010

This is a two year ARRA stimulus funded position.


Objective:

Work with the Educational Outreach Program (EOP) to provide educational support to students experiencing homelessness in the northwest Denver targeted schools and homeless service agencies. This position will partner as the liaison to empower parents/guardians to be active participants in their child's education through providing information about the McKinney-Vento Act and direct educational services. The position is for 30 hours/week, 6 hours/day (Monday-Friday, 12:00-6:00). This is a 1-year stimulus funded position.

Essential Functions:

1. Counsel with an assigned caseload of students experiencing homelessness in grades 5-8.

. Maintains current identified students for a full-time caseload

. Sees students minimum two times per month

2. Study and evaluate the data gathered to determine the extent of students' needs and establishes long-range goals.

. Directs counseling to identified objectives.

. Work to ensure students transition successfully from elementary to middle school and from middle school to high school.


3. Assist the students and their families in resolving issues which interfere with the students' educational, social and personal development.

. Refers families to appropriate essential supports and resources including Title I services, Child Find, Special Education, Gifted and Talented, ELA, DPS School Medicaid.

. Help with new school enrollment and ensures district compliance with the McKinney-Vento Act.

. Talks to parents at least 1 time per month.

. Provide essential school supply needs including: backpacks, supplies and clothing.


4. Maintain data necessary to compile case records, activities and progress reports.

. Submits monthly stats on the 1st of each month to EOP Homeless Liaisons including the "EOP Just Checking in Form"

. Submits case reports on the 3rd of each month to EOP Homeless Liaisons.


5. Confer with parents, school personnel and community agencies; works with school personnel to help in the school adjustment of the student to meet the students' needs.
Assist student with enrollment process into school, explores best school options and programs. Complies with the McKinney-Vento Act.

. Meets with parents/guardians minimum once per semester.

. Meets each student's teachers, social workers, etc. on a monthly basis.

. Attends staffings.

. Offers to accompany parents to parent/teacher conferences.

. Attends and participants in parent meetings at homeless shelters and agencies.

. Provide transition support to students moving to middle school or to high school.


6. Meet with parents to obtain information and to gain an understanding of the family and community background, support parents in engaging in the educational process.

. Arranges for school conferences with parents at least 1 time per year.

. Offers to accompany parents to parent-teacher conferences.


7. Utilize community resources, which complement purposes of EOP

. Engages students in Boys/Girls Club, tutoring programs, sports programs, etc.


8. Assist in planning and attends special group activities, as appropriate, in which the students and volunteers are involved.

. Attends all required EOP activities and trainings.


9. Arrange and coordinate professional services as needed by a student, i.e., dental, vision, legal, etc.

10. Attend school activities in which the student is involved on occasion.

. Attend graduation ceremonies for graduating students on caseload.


11. Take part in continuing education opportunities to enhance job performance.

. Attend at least two workshops or conferences each year.


12. Works with the EOP Educational Outreach Specialist for Older Youth to assure student's high school and post secondary options are being addressed.


Required Education/Experience:

1. Minimum bachelor's degree. Masters preferred.

2. Experience as a counselor, teacher, social worker or related field. 1-2 years experience working with students grades 5-8.

3. Knowledge of child, youth and family homelessness

4. Knowledge of the McKinney Vento Act and NCLB

5. Knowledge of DPS schools and programs

6. Knowledge of community resources

7. Ability to identify pupil problems and initiate actions to solve these problems.

8. Ability to work harmoniously and cooperatively with school staff, parents, agency representatives and various members and groups of the community.

9. Proficient computer skills, including comprehensive knowledge of Microsoft Office, Excel, Word and Publisher.

10. Bilingual in Spanish preferred but not required

11. Must have valid driver's license


Other Skills/Experience

1. Ability to understand and work effectively with middle school-age students.

2. Ability to relate and build strong relationships and educational partnerships with parents/guardians.

3. Strong communication and organizational skills, detailed oriented.

4. Ability to occasionally work outside of normal school hours and days.

5. Satisfactory health and sufficient physical energy to maintain rigorous schedule that includes extensive travel throughout the district.
