Managers in the System Development practice are required to have: 8 years of relevant consulting or industry experience such as state government consulting or state agency work experience in one of our market offerings: Health and Human Services including Child Support, Child Welfare, Integrated Eligibility,State Health (HIE-HIT), and State Labor. Finance and Administration including Education, Law and Justice, Retirement, Revenue and Transportation. At least 2 years of experience managing large technology engagements Minimum of 4 full system development life cycle implementations - At least 4 years of experience with business process analysis, mapping, and design - Minimum of 4 years of experience in requirements analysis and performing current state system analysis - At least 4 years of experience with application architecture and solution development with JEE(J2EE) or .NET - Minimum of 4 years experience performing conceptual and technical designs, including the use of object oriented analysis and design techniques A willingness to travel 80 - 100% of the time
Specialized HIT/HIE experience with knowledge in one or more of the following areas: - General experience Experience in public and private sector desired, including federal sector and state/tribal/local government clients Experience in commercial healthcare setting, including hospitals preferred Experience selecting, implementing, and managing Electronic Health Record (EHR) and Health Information Exchange (HIE) implementations preferred Experience with health provider and systems assessment. Proven record of integrating multiple data collection, operation and billing platforms Knowledge of large-scale information exchange networks, including centralized versus decentralized approaches, an understanding of the impact of topology on issues of network reliability and scalability Knowledge of HIE implementations in the US and other countries Experience with advancing consumer empowerment through health information exchange, including interoperable personal health records, remote monitoring of consumer medical devices, and consumer access to clinical information Knowledge of patient privacy laws and security requirements - Healthcare standards experience Experience and knowledge of HL7, LOINC, SNOMED-CT, ICD 10, RxNORM, and other standards specified by HITSP Interoperability specifications Knowledge of Health IT Standards Development Organizations (SDOs) - Federal and state government experience Knowledge of existing Federal and state-level initiatives for health information exchange, and strategies to link these efforts together into a true national network of networks Experience with regulatory compliance Knowledge of recent activities at the Office of National Coordinator for Health IT Knowledge of Medicaid and public health HIT Familiarity with ARRA's HITECH provisions and its requirements for states and providers Understanding of integration to the NHIN Knowledge of State based health systems including Medicaid Management Information Systems (MMIS), medical management and fraud and abuse systems is preferred - Technical expertise Knowledge of network security, including digital encryption, digital signature, public key infrastructure, network threat analysis and mitigation, and relevant law and policy associated with securing information exchanges among both Federal and non-Federal entities Understanding and experience with service-oriented architecture and emerging Internet technologies for messaging, collaboration, knowledge management and distributed computing, including relevant technical benefits and risks, best practices for SOA design and evolution, and SOA implementation experience Experience designing and implementing current leading HIE and/or EHR vendor solutions through all phases of the SDLC lifecycle
In addition, successful Managers will have the following preferred background: - Leading Testing efforts, including all phases: System, Integration, and Performance Testing and ensuring traceability - Exposure to enterprise applications such as Siebel, SAP, Peoplesoft, Oracle Experience with Middleware and/or SOA base implementations Leading teams through IT Strategy initiatives Ability to work independently and manage multiple task assignments Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint) Strong problem solving and troubleshooting skills with the ability to exercise mature judgment Eagerness to mentor junior staff A Bachelor's Degree An advanced degree in the area of specialization such as Master's in Public Administration or Master's in Public Policy
