Job Description

Position Summary:  The New York City Department of Education is the largest school system in the nation, with nearly 1.1 million students, 135,000 employees (including nearly 80,000 teachers), and an annual budget of $14+ billion.  Led by Schools Chancellor Dennis M. Walcott, the Department of Education (DOE) is committed to creating a system of 1,600+ great schools.  Since its inception in 2003, the Children First Agenda for New York’s schools has driven the DOE’s work in adopting uniform, rigorous curricula for all schools, starting new small schools to increase educational options for students, and transforming the structure and culture of the DOE to encourage educational excellence and the work necessary to support that goal. 
As part of the DOE’s Division of Talent, Labor and Innovation, the Office of Talent Research and Data (OTRD) is responsible for developing policies, programs, systems and tools that produce extraordinary teachers and leaders for NYC schools.  The OTRD team provides in-depth analysis linking human capital policies to the impact these programs have on student outcomes.  This analysis provides critical information used to inform strategy, as well as to enable the talent office to continually assess and improve policies and programs.  The OTRD team also works to develop and improve the DOE’s ability to measure the impact teachers and school leaders have on student outcomes.  Most notably, the OTRD group oversees the implementation of the DOE’s Teacher Data Initiative, which provides teachers and school leaders with value-added data measuring teacher effectiveness.  
The Project Manager, Talent Analytics will play an integral role as the lead on a team of analysts in developing talent metrics, analyzing a combination of student achievement and human capital data to drive policy decisions around thedevelopment of systems, processes, and tools that enable school leaders to be successful managers of the human capital in their forms related work. 
Reports to:Executive Director of Talent Research and Data 
Direct Reports: Team of consultants, as necessary.  Supervise work of external vendor conducting analytics. 
Key Relationships:   Regular and sustained work with leaders throughout the Division of Talent, Labor & Innovation (DTLI), and the Teacher Effectiveness Group.  Frequent interaction with the Division of Academics, Performance and Support (DAPS) and the external vendors for the value-added analyses. 
RESPONSIBILITIES 
* Design and conduct analyses to explain and drive how human capital decisions can positively impact student outcomes, advise the Executive Director of Talent Research & Data on outcomes, and provide key strategy and policy recommendations.
* Collect, organize and manage student and school-level data from sources across the DOE for use in data reporting and policy evaluation.  Interpret data to support DOE policy initiatives and process design.
* Design and implement procedures for program implementation and evaluation.
* Propose to the Executive Director of Talent Research & Data policy, process, and practice changes to human capital decisions, e.g., principal and teacher hiring, evaluation and compensation, based on results of data analysis.
* Conduct quantitative data analyses, through the use of both descriptive statistics as well as more advanced statistical modeling; conduct qualitative analyses as appropriate.
* Create confidential, highly sensitive human capital reports, e.g., tenure, performance ratings and hiring for principals, Network Leaders and Superintendents to inform school-based decisions.
* Assist in the development and implementation of a comprehensive strategic plan on cross-functional, inter-office research and analysis to ensure human capital management at the school level is of the highest quality.
* Oversee activities of contracted vendors involved with value-added analyses and other analytics work.
* Work with the interdepartmental team and outside vendors to expand coverage of value-added data to more teachers and improve the current value-added model.  Manage vendor relationships, creating and implementing work plans and providing critical input on model analysis.
* Partner with key central leaders in DHRT, DAPS, and other offices to manage the school-based data verification process by which schools review and validate class roster data used for value-added modeling.
* On behalf of the Executive Director, coordinate and manage the collection, standardization and maintenance of data systems across the Division of Human Resources & Talent, and other central offices.  Help to resolve problems with data collection and infrastructure, as necessary.
* Liaise with internal and external partners to maintain and improve the Division of Talent, Labor and Innovation’s data collection systems.  Play a key role in redesign of existing systems and design of new systems in partnership with other data stakeholders and IT.
* Design and run both ad hoc and regular reports to meet a variety of needs for the Chief Executive Officer of DHRT, Deputy Chancellor of DTLI and other senior leaders in central DOE offices; acts as expert in data analysis and interpretation. 
Qualification Requirements: 
Minimum 
* A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. Eighteen (18) months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
* A baccalaureate degree from an accredited college and four years of professional experience in the areas described in'1'above, including the eighteen (18) months of executive, managerial, administrative or supervisory experience, as described in'1'above. 
Plus 
* Course work or work experience in mathematical and statistical concepts to support sophisticated data analysis.
* Excellent analytical skills and experience gathering, analyzing and interpreting data.
* Knowledge of statistical software packages (e.g., SAS, SPSS).
* Expert with Microsoft Excel, highly proficient or expert with Microsoft Word, PowerPoint, and Access, including the design of complex reports and queries.
* Excellent communicator, with ability to convey the passion and urgency of the Children First reform agenda both in speaking and writing.
* Strong presentation skills, including presentation design.
* Ability to work effectively with diverse groups in a fast-paced, deadline-driven environment. 
Preferred 
* Master’s degree in Statistics, Economics, Econometrics, Mathematics or related field.
* Familiarity with a wide range of analytical and presentation tools.
* Demonstrable work product synthesizing and presenting complex information and compelling ideas to a wide variety of audiences.
* Experience or working knowledge of the public sector and/or demonstrated interest in public education.
* Willingness to work beyond the boundaries of the job description to contribute to a powerful team committed to a new future for urban education. 
Salary:$81,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
