Introduction The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Project Manager for Collaborative Analysis Exercises.
Responsibilities Serve as the Project Manager for Collaborative Analysis Exercises (CAEs) and primary point of contact to APL Program and Project Managers and their sponsors on APL collaborative analysis capabilities and exercises. Provide strategic leadership for the furtherance of collaborative analysis capabilities and serve as the primary point of contact to APL Program and Project Managers and their sponsors. Identify, advance, and implement new tools and techniques that enhance these capabilities. Manage budgets associated with the staffing, security, and equipment of available facilities and capabilities. Assist PMs/PjMs in the design of their events and how to effectively use the available capabilities available. Help project leads translate sponsor desires/goals into coherent and executable event/exercise objectives. Lead efforts to plan, coordinate, and manage collaborative analysis tasks. Manage collaborative analysis event tasking and develop monthly staffing plans for upcoming exercises and events. Provide direct support to events. This includes operation of the facilities, tools, and preparation of required data reports. Summarize and highlight critical information and data collected at the event for use by event sponsors. Provide leadership for coordination among APL staff throughout event planning and execution. Facilitate effective communications on APL collaborative analysis capabilities and results, as appropriate, with APL managers and external organizations. Ensure APL collaborative analysis capabilities are visible and their importance to the sponsors' goals evident during the execution of their events. Ensure timely delivery of exercise deliverables. Mentor and train decision support staff on collaborative analysis techniques and approaches to support APL system engineering efforts & current analytical tools. Qualifications Required: BS in Engineering, Physical Sciences, Operational Analysis or related technical field with at least 10 years experience. At least 5 years experience in leading or supporting multi-organizational studies, collaborative analytical exercises, tabletop exercises or seminars. Demonstrated success in leading engineering or analytical tasks involving 6+ individuals. Highly motivated, enjoy working in a team environment, and with the ability to interact with staff at all levels. Must possess excellent verbal and written communication skills and able to brief large numbers of individuals. Demonstrated ability to work with external organizations.
Clearance: TS/SCI Clearance is required. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Sensitive Compartmented Information. Preference for current SSBI. Eligibility requirements include US citizenship.
Special Working Conditions: Requires working outside normal business hours to support the exercises. Requires some travel to the Crystal City field office and other off site locations.
Desired: MS in Engineering, Physical Sciences, Operational Analysis or related technical fields. 2-5 years of business development or program management experience. Familiar with APL organization and culture.
