The Opportunity:
The Denver Public Schools (DPS) seeks an exceptional, dynamic, and accomplished leader to assume the position of the school principal at Manual High School in Denver, Colorado.
Manual High School has a rich tradition and proud history as one of Denver's flagship urban high schools. This is a rare opportunity for an excellent candidate to continue the re-building of the school that began when Manual was reopened in the fall of 2007. Since reopening, Manual High School has been transformed from a low performing, high delinquency school, into one of Denver's top performing high schools. The 2010-2011 school year will mark the full "build-out" of the school and the freshmen that entered in 2007 will graduate, culminating the first full cycle for the school in this new phase of its history.
Manual High School was reopened with a commitment to the belief that all children can learn and the school's mission reflects this: "we do what it takes to keep students in school, help them learn, and prepare them for success in college, their careers, and life."
Candidates for the principal position at Manual should have demonstrated success in educating students in an urban environment; significant urban teaching and secondary/junior high leadership experience; and must be an instructional leader comfortable with a strong administrative team and a highly engaged, committed faculty. Ideally, candidates will have a strong familiarity with Colorado's Innovation Schools Act, and operational experience running a school in a reform environment taking shape in a large, urban school district.
About Manual High School:
Manual High School has been a cornerstone of the Denver community since 1892. It has a rich tradition and proud history, but in the 1990s and early 2000s, suffered low academic performance, declining enrollment, high attrition, and a lack of available resources for students. Historically, Manual has been well known in Denver as a diverse and academically successful comprehensive high school. Manual's distinguished alums include former Denver Mayor Wellington Webb; former Seattle Mayor Norm Rice; the late political activist and community organizer, Corky Gonzales; and Denver City Council members Elbra Wedgeworth and Michael Hancock. In addition, Manual boasts many top-notch graduates working in diverse fields across the city and throughout the world.
After court-ordered bussing ended in Denver in 1995, new attendance boundaries shifted Manual's student population to serve almost exclusively minority and low income students. In 2001, $1 million in grant money (more than half from the Bill and Melinda Gates Foundation) provided the seed money for the high school to be reconfigured into three smaller schools. During that time, academic achievement plummeted. For a number of complex reasons, the small schools reform did not succeed at Manual and in February 2006, the School Board made the decision to close the three high schools and reopen the school in the fall of 2007 with a freshman class only, and add grades 10, 11, and 12 one year at a time.
Since reopening in 2007, tremendous progress has been made:
- Manual is the third ranking Denver Public High School on the DPS Performance Framework;
- Manual has been awarded both Top Performing and High Growth status by DPS;
- For two years in a row, Manual had the highest achievement rates among DPS Title I schools on the state CSAP exams and continues to outperform the district in CSAP growth rates, attendance rates, post-secondary readiness and drop-out rates.
In addition, a highly dedicated teaching staff has made the difference - low student-teacher ratios, highly personalized and individualized student-teacher relationships promoting high accountability, and a commitment to working the longest school day in DPS - this team is cohesive and committed.
A profile of Manual's teaching staff includes:
- 59% with graduate degrees
- 38% people of color
- 66% varsity athletes at the high school or college level, including many state championships and national-level competitors
-5 military veterans
- 3 lawyers
- 2 ordained ministers
- 3 research scientists
Manual High School has often benefited from a long and legendary history of strong community engagement with the school. When the school was closed in 2006, there was an extensive community process to redefine the school and a collective recommitment to the success of the school on the part of the community. This community renewal process reflected the deep roots the school has in Denver, and the sense of pride in the school shared by so many in the neighborhood and the City.
The community's vision for the "new" Manual was described as follows:
-Every student at Manual High School will be educated to the highest level.
-The educational experience at Manual will encourage, challenge and prepare all students for higher education and personal success. Teaching and learning at Manual will be relevant to students' lives and experiences, past and present.
-Manual High School will provide a safe, culturally inclusive environment that personalizes and supports a wide variety of programs and activities to meet the needs and aspirations of every student. Academic success and accountability at Manual will be ensured through the high expectations of a strong and dedicated leadership, quality instruction, ample resources, committed and responsible students and an involved community.
-Manual High School will be the heart of a support network for families, neighboring elementary and middle schools, and the community at large.
The new school leader will have the opportunity to build upon this vision, which is fully consistent with the design that has been implemented the past three years, since reopening in 2007. In addition, Manual High School has been supported in various ways the past 12 years by an independent nonprofit organization called Friends of Manual. This relationship has primarily focused on collaboration around fundraising to augment the school's budget and to provide support for extracurricular and athletic experiences for students, and community building to engage the broader community in the challenges facing the school.
Friends of Manual has a strong working relationship with many of the school's other community partners, including Volunteers of America, Denver Scholarship Foundation, and Colorado Youth at Risk. It is intended that the new Manual principal will make a serious commitment to working with Friends of Manual to sustain progress being made at the school in the areas of fundraising and community building, and that the new principal will be a willing, active participant in maintaining these important relationships with community partners.

Denver Public Schools serves the residents of the City and County of Denver, Colorado; 55% of the school district is Latino, 18% is African American, and 23% is Anglo. Sixty-six percent of the district's students qualify for free and reduced lunch. The current student enrollment is 75,269. DPS is comprised of 152 schools - 68 elementary, 18 k-8, 16 middle, 15 high, 21 charter, 6 alternative, and 8 other.
District Commitment to Manual and its New Leader:
Denver Public Schools is committed to developing a range of strong educational options that will dramatically improve the performance of DPS students and respond to identified community needs. The Office of School Reform and Innovation (OSRI) cultivates, authorizes, opens, operates, and oversees quality new schools in DPS including new or redesigned district schools and schools with Innovation Status under Colorado's Innovations School Act of 2008.
The Innovation Schools Act of 2008 allows a public school to submit to its school district board
of education an innovation plan to allow it to implement innovations within the school. The
innovations may include but are not limited to innovations in delivery of educational services,
personnel administration, and decision-making, and budgeting. The Act encourages schools,
groups of schools, and school boards to consider innovations in specified areas and to seek
public and private funding to offset the costs of developing and implementing the plans.
Manual High School submitted a proposal to the Denver Public Schools Board of Education and the Colorado State Board of Education in 2009 to become one of the first two Innovation
Schools in the State of Colorado.
According to the Innovation School plan, Manual may:
-Develop its own curriculum and assessments rather than adhering to the prescribed DPS curriculum and assessments;
-Hire some faculty/staff members who are not licensed;
-Create its own staffing model, job descriptions and pay structures;
-Be exempt from the union contract (DPS/DCTA negotiated agreement) for working conditions, work week, schedule, calendar or grievance procedures;
-Establish its own calendar and daily schedule that are different from the DPS calendar and schedule;
-Develop and implement its own professional development which is, in most cases, different from the district;
-Develop and implement its own teacher evaluation procedures which are different from the district's.
Under the Innovation School plan, staff at Manual receive professional compensation that
reflects their commitment to the school and their success at improving student learning. This
compensation package has, as its foundation, the salary system established in the DPS/Denver Classroom Teachers Association (DCTA) ProComp Agreement. The Principal is responsible for developing the compensation package for teachers and all staff. Teachers hired by Manual High School are at-will employees and are not subject to the Teacher Employment Compensation and Dismissal Act of 1990 (§ 22-63-101, et seq).
The principal at Manual High School needs to be prepared to operate in an emerging reform environment and to negotiate on the school's behalf for Innovation provisions, guaranteed by law, that need to be adhered to by the district and the school alike.
Scope, Responsibilities and Key Objectives:
The Manual High School Principal will administer the curriculum and instructional programs to support the primary mission of educating students. To that end, s/he is responsible for oversight and development of all academic programs and curricula; faculty and staff hiring; professional development, compensation, and all other personnel matters; enrollment, attendance, and discipline; and budgeting and financial management. S/He will also be responsible for legal and regulatory compliance, and management of school facilities.
Key objectives for the new Manual leader include:
-Hire, develop and retain a world-class faculty and staff;
-Maintain and enhance the school's culture which is focused on high academic achievement;
-Implement vibrant, assessment-driven feedback loops that guide the instruction of every student and;
-Serve as an inspiring leader who guides each teacher in reaching his/her full potential.
Professional Qualifications:
The Principal will be a distinguished educator with demonstrated experience as a successful teacher and educator in an urban setting, and will possess a strong commitment to academic excellence. In particular, Manual High School is seeking a proven instructional leader and inspiring communicator with strong administrative and/or business management, organizational and strategic planning experience. The candidate would also preferably have a proven track record recruiting students and families and garnering additional resources for the school. The successful candidate will hold a bachelor's degree or higher from a four year accredited institution of higher education.

The Principal will believe, and act upon the belief, that all students can reach high levels of academic achievement.
The Principal must be:
-Focused on the vision and mission of the school, the Principal will communicate the school's vision to the community and will build constructive relationships of trust with the students, staff, parents, teachers and community leaders. An inspiring leader and communicator, the Principal must possess the confidence and ability to create an intentional school culture that is focused on high expectations for all students and high achievement, as well as the capacity to inspire teachers, parents and students, and the broader community to embrace that vision and culture of success.
-Recognize the integral role that student advisories play as a foundational element of the school's culture and be prepared to support this feature of the school's instructional mission.
-Passionately committed to the success of students and to their education at every level. The Principal's focus on students, and confidence in their ability to learn, will be apparent in every aspect of his/her leadership style. The Principal must be open to innovative ideas, also while actively seeking proven strategies to improve student achievement.
-A collaborative instructional leader and a proven team builder with strong leadership skills, the Principal will assist in the recruitment of a superior and diverse faculty and staff, and manage their performance and growth by assessing, coaching and developing their potential.
-S/He will be positive, projecting energy and enthusiasm. S/He will value parents' input and will be comfortable working with them and utilizing their talents and energies as resources. S/He must genuinely value cultural, racial and economic diversity. Fluency in Spanish would be an asset.
-A strong, organized and independent manager, the Principal will be a critical thinker, relentless achiever, and an independent-minded self-starter who thrives in a setting that rewards autonomy, team work, and accountability. S/He will lead by example and a hands-on approach. The Principal will establish high performance standards; hold people accountable and focus on goals and priorities; identify and remove barriers to objectives; show a willingness to strategically take tough, principled stands even when unpopular; ensure that adequate resources are available to achieve objectives; and make decisions that benefit the school's mission and continuing financial viability.
-Persevering and personally effective, the Principal is a constant learner who builds a strong school team with unique skills and talents that are focused on the success of the students in the school. This leader also takes personal initiative to achieve the school's goals, and set a high standard for work ethics and personal effectiveness.
