Job Title:Peer Observer (3305)
Location:Department of Educator Effectiveness
Salary Range:$55,000-$85,000 (dependent upon competencies and experience)
Work Year:200 days
Schedule:Typically works 8 hours per day during traditional workdays. Position will require travel between schools and occasional work during non-traditional work hours (e.g. evenings).

Position Objective:
Context: Through the support of the Bill & Melinda Gates Foundation (BMGF), DPS will develop a comprehensive strategy to improve student achievement through a focus on teacher effectiveness. A key deliverable of this work is the development of a comprehensive teacher performance assessment system which will incorporate multiple measures of effectiveness. This system will be the cornerstone to which DPS aligns professional development, recruitment, retention and other teacher-focused HR strategies.
Role: To support the pilot and rollout of this system, DPS is hiring Peer Observers. The pilot of the system, including peer observation, will begin in September 2011. The peer observation role will support and provide practitioner voice in the pilot and rollout of the new teacher performance assessment, specifically through the third party observation process. This will involve direct observation of teacher performance, evaluation of that performance, followed by feedback. To be clear, this position will be evaluative in nature while offering support to teachers, though it is not a coaching position. It will also include extensive work around inter-rater reliability with the new observation framework and by providing feedback on the new teacher performance assessment, namely, the peer observation process.
This is a Teacher on Special Assignment (TOSA) position, subject to terms of employment negotiated in an MOU by DPS and DCTA. MOU will be available for review during selection process.
Essential Duties:
. Perform frequent, accurate, calibrated evaluation of teacher performance, including identification of professional development required for a teacher's growth and development
. Provide practitioner feedback on teacher performance through conferences with individual teachers
. Ensure practitioner inter-rater reliability in use of teacher performance assessment tool
. Support implementation of observation rubrics, standards around student data outcomes, and other potential elements of the teacher performance assessment tool
. Collaborate with Principals and Department of Teacher Leadership and Learning to ensure connection between teacher performance and professional development
. Commitment to high quality, exceptional work level; commitment to getting the job done right
. Perform other duties as assigned
Required Education & Experience:
. 4 or more years of successful teaching experience in an urban setting, including experience with increasing student achievement. Preferred areas of focus: Special Education (with experience in mild/moderate classrooms AND center programs), visual arts teacher, and early childhood education teacher. Bilingual candidates also highly preferred.
. Successful experience in supporting and developing practice of other teachers. Candidates must have experience and track record of ability to coach toward effective teaching practices
. Ability to recognize various levels of performance and provide targeted feedback to move performance to the next level
. Skilled at providing objective feedback to teachers and willingness to respectfully have difficult conversation
. Knowledge of and experience with best practice to meet the needs of all students (especially those who are culturally and linguistically diverse), from the lens of a teacher (peer)
. Team player - able to collaborate with others on challenging, time sensitive project
. Excellent written and verbal communication skills
. Organized and able to meet deadlines
. Professional Teaching license
Preferred Qualifications:
. Bilingual preferred
. M.A. preferred
. Skilled in planning, presenting and facilitating professional development

"In the development of a performance management system, DPS will deliver upon three critical outcomes:
1. A comprehensive teacher evaluation system that effectively articulates a teacher's performance, beyond the current Satisfactory / Unsatisfactory ratings provided today. DPS's teacher new evaluation system will be based upon an agreed upon definition of effective teaching and grounded in student outcomes. The evaluation system will include multiple measures of effectiveness, with student growth data as the central measure, in addition to student work, student perceptions and frequent observations of teacher performance by supervisors and by peers. This revised evaluation scale will enable a more differentiated performance management system. The measures within the evaluation will be at the core of ongoing conversations around student achievement and professional development.
2. Professional Development tied to the information captured within the teacher evaluation, including formative and summative student achievement data and skill gaps identified through observations and student feedback. We will establish a direct linkage between professional development offerings, including the Professional Development Units compensated through ProComp, and identified teacher needs. All elements will focus on improving performance of teachers against the effectiveness measures within the evaluation as measured by student growth.
3. The performance elements of teacher compensation linked more directly to student outcomes. We will further the direct linkage between teacher incentives, teacher evaluation, and increased student outcomes. Specifically, DPS will focus on ensuring that compensation for achieving a Satisfactory evaluation and for meeting Student Growth Objectives (SGOs) - classroom level goals each DPS teacher sets around student growth - reflects the ability of a teacher to drive student outcomes. These elements will be fully aligned with our new evaluation system and the centrality of student outcomes to that framework."
