Job Description

NOTE:This grant-funded assignment is for one (1) year with the possibility of renewal for up to three (3) years.
 
Position Summary:  The Operations Manager, Teacher Effectiveness Program Support is responsible for the implementation of three (3) operational areas related to the teacher effectiveness initiative: professional development and training; financial planning and administration; and daily team operations. These three (3) areas play a key support role in the scale-up and citywide implementation of an innovative and comprehensive teacher talent management system which focuses on teacher development and evaluation. Performs related work.
 
Reports to:  Director of Operations, Teacher Effectiveness

Key Relationships:  The Operations Manager works closely with the Director of Operations, Teacher Effectiveness; Office of Teacher Effectiveness staff; Division of Financial Operations; Office of Business Operations; Division of Contracts and Purchasing; Office of Talent Management Strategy; Division of Academics, Performance, and Support; Fund for Public Schools; consultants and vendors; and Talent Management Pilot school leaders and teachers.
 
RESPONSIBILITIES
 
* Support the Director of Operations, Teacher Effectiveness in managing an operating budget of approximately $25.0M funded from a diverse portfolio of public and private grants.
* Act as a strategic thought partner with the Director of Operations, Teacher Effectiveness during a time of significant organizational growth and development, to ensure that resources align with strategic objectives and consistently promote the goal of maximizing student achievement. 
* Establish and oversee procedures for daily administrative and financial operations to ensure compliance with Department of Education (DOE) Standard Operating Procedures and Teacher Effectiveness grant program requirements.
* Manage event planning and logistical needs for Teacher Effectiveness professional development and training sessions to all schools, networks, and other DOE constituents.
* Manage relationships and contracting with professional services consultants, and procurement with DOE vendors to build team capacity in developing and implementing Teacher Effectiveness professional development and training.
* Maintain confidential financial and personnel records and databases to ensure accuracy; and utilize DOE financial systems to ensure that the budget, program and staff operations are accurate and reliable.
* Organize feedback sessions, teacher liaison meetings, and focus groups with key stakeholders and create feedback to inform ongoing improvements to professional development initiatives.
* Provide customer service, guidance, support and technical assistance to all internal and external partners.
* Provide project management support to Teacher Effectiveness Design and Implementation teams as necessary.
Qualification Requirements:
Minimum
 
* A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two (2) years of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s), 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
* A baccalaureate degree from an accredited college and four (4) years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience described in “1” above.

* Able to work under pressure, strategically manage multiple projects at once, learn new systems, meet frequent and changing deadlines, flexibility and comfort with adjusting to changing priorities.
* Attentive to detail, extremely well organized.
* Strong problem-solving abilities and effective verbal and written communication skills.
* Able to work with diverse and large groups of program stakeholders.
* Experience with or knowledge of grants administration and working with nonprofit entities, community based organizations and/or city agencies.
* Familiarity with DOE Standard Operating Procedures.
* Familiarity with DOE systems including FAMIS, TRAC, and LCGMS.
* Experience in or working knowledge of the public sector and/or demonstrated interest in public education.
* Proficient skills with the internet and Microsoft Applications, e.g., Outlook, Word, Excel, and PowerPoint.
Salary:$70,000+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
