Departmental Overview
Operational Excellence is a multi-year, multi-project effort to make the operations of UC Berkeley more efficient so that the University may direct more resources away from administrative expenses and toward teaching and Advising Council is an OE-funded initiative to create a single governing body working to achieve campus-wide excellence in student advising through assessment, knowledge sharing, training, and talent development, under the executive sponsorship of the Vice Provost, Teaching, Learning, Academic Planning & Facilities (VP-TLAPF). The Council will manage and develop the shared policies, procedures and practices across curricular and co-curricular departments in multiple control units. This is a full time, temporary, two-year contract position.
Responsibilities
The Implementation Manager has the authority and responsibility to manage the work of the Council and ensure that its work moves forward. The incumbent (1) provides in-depth project and policy analyses to assist with strategy development and implementation; (2) works closely with the project team, the executive sponsor and other key senior executives, council members, advising managers, advisors, and other key stakeholders to manage the change effort and to ensure that the project meets key milestones and deliverables; (3) researches and stays current with best practices at peer institutions of higher education; and (4) works strategically to align project goals with other campus initiatives and system wide projects as appropriate. The position reports to the Assistant Vice Provost-TLAPF and is also accountable to the OE Program Office, the Advising Council and the Executive Sponsors.

Policy Analysis:
Provides highly complex and in-depth analyses related to strategy development and implementation for the Advising Council initiative to develop a campus-wide program for assessment, knowledge sharing, and training and talent development for curricular and co-curricular advising across the campus.

Project Management and Strategic Planning:
Serves as the Advising Council initiative implementation manager; develops proposals and recommendations to guide and support a broader strategic direction for student advising; collaborates with other members of the project team, key campus partners, the Advising Council and various sub-committees and working groups to meet key project milestones and deliverables; makes regular reports to the OE Program Office and the Executive Sponsor on progress.

Collaboration and Communication:
Develops and coordinates policy communications related to initiative; formulates strategies for managing and implementing change across all impacted units and employees.

Professional Development
Stays well informed and keeps abreast of issues and best practices related to curricular and co-curricular advising. Participates in relevant professional associations, such as the National Academic Advising Association (NACADA).
Required Qualifications
. Thorough knowledge of processes, protocols, procedures and best practices related to student curricular and co-curricular advising, including the areas of training and assessment.
. Familiarity with advising theory and practice.
. Considerable political acumen and outstanding ability to work collaboratively with multiple campus partners to manage change effectively
. Strong analytical/problem-solving skills.
. Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
. Small to mid-level project management skills.
. Ability to multi-task with demanding timeframes.
. Ability to use discretion and maintain all confidentiality.
Preferred Qualifications
. Advanced knowledge of common campus-specific computer applications.

. Bachelor's degree in related area and equivalent experience / training. Advanced degree strongly preferred.
