Please Note: Position only open to internal NYC Department of Education employees. 
Position Summary:The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high quality teachers to meet the staffing needs of NYC public schools as well as responsible for initiatives to promote the equitable and quality distribution of teachers across all schools.  Research has repeatedly shown that teacher quality is the single most important variable in raising student learning.  The Office accomplishes its work through a strategic, data driven approach.  Among TRQ’s responsibilities are to: 
* Serve as the primary marketing agent and source of information to individuals seeking to become NYC public school teachers to recruit a large, high quality and diverse pool of candidates.
* Design and manage recruitment initiatives, programs, and pathways for individuals to become NYC teachers, especially to address subject and geographic shortage areas.
* Select a high quality pool of candidates to become NYC teachers through rigorous, research-driven, screening processes.
* Provide strategic assistance to schools to help them make optimal, local hiring decisions.
* Design and execute an effective staffing strategy of internal teachers.
* Lead teacher portfolio initiatives, including incentives, to promote an equitable distribution of teachers across all schools and especially ensure that students with the greatest need are served by highly effective educators.   
The Manager, Teacher Hiring Support of the Office of Teacher Recruitment and Quality supports the initiatives of the Department of Education (DOE) in its assignment of teachers within the Teacher Reserve.  In conjunction with overseeing the assignment process, the Manager, Teacher Hiring Support will simultaneously support principals with staffing their schools on an interim and permanent basis from within this pool.  The goal is to assist the facilitation of good matches between schools and educators to continuously improve the distribution of quality internal teacher talent.  The Manager, Teacher Hiring Support also develops systems, communications, materials and supports related to the job search of current DOE teach via the Teacher Hiring Support Center as well as targeted workshops and initiatives.  Performs related work. 
Reports to: Director of Teacher Hiring Support 
Direct Reports: N/A 
Key Relationships: Principals, Human Resource staff assigned to Children First Networks, recruitment staff within theOffice of TRQ, and any other relevant DOE staff.   
Responsibilities 
* Serves as primary point of contact for principals and related staff within assigned portfolio of schools regarding weekly rotation of individuals in the teacher reserve. 
* Builds relationships with and provides high level of service to principals and networks in assisting with the identification and matching of quality experienced teachers to the schools’ staffing needs.
* Supports the design and continuous improvement of systems and operations of the teacher reserve assignment system.
* Shares best practices related to hiring support to inform broader TRQ strategy for teacher and principal matching.
* Participates in policy discussions and provides expertise regarding teachers in excess, teacher transfer, and teacher distribution policy when needed as part of the TRQ management team.
* Advises leadership on key policy and operational decisions through reports and data analysis.
* Contributes towards the development and management of multimedia content for communication and training to key DOE staff surrounding the work of Teacher Hiring Support.
* Develops content and delivers training (in-person or online) to teachers regarding the job search, transfer process and other information related to a successful job search.
* Coordinates strategic events and related activities for teachers at closing/phasing-out schools, as well as other targeted support groups.
* Manages the seasonal Teacher Hiring Support Ambassador Program including personnel, messaging, and logistics.
* Performs other related activities and projects. 
Qualification Requirements: 
Minimum 
* A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s), 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
* A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in'1'above, including the 18 months of executive, managerial, administrative or supervisory experience described in'1'above. 
Preferred 
* Superior communication skills, both written and oral.
* Strong project management skills, including experience developing a “start-up” initiative.
* Strong critical thinking skills and ability to connect day-to-day work with broader priorities.
* Deep understanding of teacher quality policy issues with a strong preference for individuals who have worked in K-12 education systems.
* Experience with day-to-day relationship management with key stakeholders of a significant project or organization.
* Strong preference for candidates with successful experience in human resources, recruitment and training and development.
* Experience working with complex human resources technology systems. 
Salary:$81,000+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
