Job Description

NOTE:This grant-funded assignment is for one year with the possibility of renewal for up to three years. 
Position Summary:   The Department of Education (DOE) is launching iLearnNYC, a supplemental online learning program to expand access to high quality online learning opportunities in order to accelerate student learning and close the achievement gap through innovative uses of technology.  ILearnNYC offers online courses for initial credit as well as credit recovery, and enhances the learning experience of traditional face-to-face classes by integrating online resources in a blended learning environment. ILearnNYC will help schools expand current boundaries of time and space that limit learning, enabling highly individualized learning to happen during and beyond the school-day from home, the library, or anywhere students have access to online resources. 
The DOE is currently piloting iLearnNYC with 4,000 students in 42 schools. The pilot will further our understanding of the benefits, challenges, requirements, and success measures for online learning in NYC and inform plans for large-scale expansion of iLearnNYC in 2011. The pilot is being implemented through the Innovation Zone (IZone), which includes schools selected to pilot innovative new school models, practices, and tools as part of a rigorous research and evaluation program. 
The Learning Associate System (LAS) Specialist is responsible for the implementation, management, and support of the learning management system. The LAS Specialist works closely with the curriculum team to design, develop, test and maintain online courses. The LAS Specialist also supports the professional development team in training iLearnNYC staff and clients in the Learning Management System (LMS) operation. Performs related work.

Key Relationships:Works closely with the Curriculum Director ILearnNYC; curriculum instructional designers; subject matter experts; implementation managers; professional development manager, vendors; and Division of Instruction and Information Technology (DIIT) technical staff. 
RESPONSIBILITIES 
* Designs, documents and tests the technical information system during the development and integration of online courses.
* Ensures that content is aligned to the appropriate categories, metadata and standards.
* Publishes content and assessments to LMS, ensuring that they display correctly.
* Develops and implements business requirements regarding the architecture, organization and operational structure of the content system, including course menus, course/file naming conventions, assessment settings, versioning, archiving, Adaptive Release guidelines, permissions and privileges, and the data lifecycle to maintain and increase efficiency and performance of the server and employ consistent practices.  
* Implements and manages a metadata schema in order to effectively locate, organize, manage, manipulate and deploy learning content/learning objects.
* Archives courses and data as needed.
* Creates master courses and manages the course update process.
* Reconfigures perpetual content for the DOE Owned Content Learning Object Repository to allow for advanced editing permissions.
* Renames and promotes teacher courses to master courses in D2L and then adds them to the administrative console with appropriate access and license requirements.
* Builds and manages Learning Object Repositories consistent with business requirements. 
Qualification Requirements: 
Minimum
* A certificate from an accredited technical school  (approximately 675 hours) with a specialization in computer operations, and two years of satisfactory full-time experience, acquired within the last eight years, working on large-scale mainframe computer operations or mainframe data communication networks; or            
* A baccalaureate degree from an accredited college and three years of satisfactory full-time experience, acquired within the last eight years, as described in '1' above; or
* A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience, acquired within the last eight years, as described in '1' above; or A satisfactory combination of education and/or experience equivalent to '1', '2', or '3' above. However, all candidates must have at least two (2) years of full-time experience, acquired within the last eight (8) years, as described in '1' above.
Plus
* Skills with web technologies, such as HTML, XHTML, JavaScript and CSS.
* Knowledge of and experience with cross browser and cross platform issues ,e.g., Internet Explorer, Firefox, Safari, PC, Mac.
* Knowledge of and experience working with learning management platforms and other Web delivery technologies.
* Knowledge of Section 508 compliance.
* Strong creative and aesthetic strength with graphics arts, design and layout skills.
* Knowledge of learning object design, SCORM and xml.
* Knowledge in implementation of copyright standards.
* Broad knowledge of web user interface issues and their resolution.
* Experience with common LMS issues and resolutions.
* Knowledge on application architecture, methodology and process.
* Ability to quickly learn new technical concepts, ideas, and theories.
* Ability to translate instructional need and requirements into application requirements.
* Ability to leverage new Internet technologies and Web 2.0 paradigms.
* Ability to align with DOE/DIIT standards and processes.
Preferred
* Course work or degree in instructional technology or instructional design.
* Understanding of how curriculum design, instruction, assessment, technology, and school culture interplay.
* Well-versed in the current research of new school models and educational technology.
* Experience designing, developing, delivering learning in all mediums: live/facilitated, web-based, VC-based and standalone.
* Experience designing and developing wide range of learning assets: learning designs, job aids, facilitator guides, visuals and documentation.
* Ability to convey complex technical information to non-technical users and experience in making presentations to professional peers.
* Action-oriented understanding of instructional design methodologies, tools and techniques.
* Attentive to detail, extremely well-organized, able to work under pressure and meet frequent and changing deadlines.
* Strong understanding of relational database design and hands-on experience with Microsoft SQL, MySql, Oracle, or equivalent.
 Salary:$59,604+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
