NOTE:This grant-funded assignment is for one year with the possibility of renewal for up to three years. Position Summary:The Implementation Manager, Teacher Effectiveness is responsible for the operational management of the launch and scale up of an innovative and comprehensive teacher talent management system which focuses on teacher development and evaluation. The Implementation Manager, Teacher Effectiveness will participate in policy discussions about the program and translate related decisions into multifaceted and complex operational processes and procedures across a group of approximately 30 schools. Performs related work. Direct Reports:N/A Key Relationships:Works closely with the Division of Talent, Labor and Innovation; Senior Director, Teacher Effectiveness Design; Senior Director, Teacher Effectiveness Implementation; Lead Talent Coaches and Talent Coaches; Office of Talent Management Strategy; Office of Assessment and Analytics; Division of Academics, Performance and Support (DAPS); Division of Instruction and Information Technology; Office of Labor Relations; Office of Legal Services; principals; assistant principals; Children First Networks, Cluster Leaders; and other internal and external offices as assigned. Responsibilities * Provide operational support to a team of Talent Coaches charged with implementing a pilot model of teacher evaluation and development in 30+ schools from among the group of 100 pilot schools across the city in 2011-12. * Liaise with and support the Implementation Manager, Teacher Effectiveness in other pilot schools. * Validate the data collection process from select pilot schools. * Manage the process for practice sharing across pilot networks in collaboration with Implementation Managers and Lead Talent Coaches supporting other schools. * Oversee the implementation of policy and protocol around the rater reliability mechanism and evaluation monitoring within and across schools and CFNs in pilot. * Advise on the creation of tools and determine related protocols in areas surrounding teacher and school leader effectiveness including effective feedback protocols, time management and scheduling protocols, observation protocols, and student assessment protocols. * Support the implementation of and enhancements to a beta technology tool designed to capture teacher effectiveness data at the school and network levels. * Facilitate communications and engagement efforts with the field around teacher effectiveness initiatives. * Address implementation issues with pilot schools and track issues and solutions for scaling work. * Manage all project related administrative processes and day-to-day operations. Qualification Requirements: Minimum * Supervision must have included supervising staff performing professional work in the areas described above; or * A baccalaureate degree from an accredited college and four (4) years of satisfactory full-time professional experience as described in'1'above, including the 18 months of executive, managerial, administrative or supervisory experience described in'1'above. Preferred * Two (2) years of teaching experience in a K-12 setting or in a related area. * Five (5) or more years of full-time paid experience in school leadership, HR management, operations management, strategy consulting or a related field. * Visionary leader with the ability to engage others on the team and throughout the DOE, city and country to produce extraordinary teachers for NYC schools. * Experience analyzing and refining existing systems and processes to identify appropriate enhancements and quality assurance mechanisms. * Passion for the Children First agenda and commitment to the success of all DOE students. * Ability to learn new systems and adjust to changing priorities. * Self-starter with an entrepreneurial spirit. Salary:$70,000+ (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
