POSITION TITLE:Human Resources NCLB Compliance Specialist

DEPARTMENT:Human Resources

REPORTS TO:HR Manager, Systems & Processes

WORK YEAR:235 days

SALARY RANGE:$50,000- $54,000

OBJECTIVE:

To administer the federally mandated "No Child Left Behind" Program. To function as the operational contact regarding federal and state reports ensuring the Denver Public Schools is in full compliance and is able to maximize all possible funding opportunities.

ESSENTIAL FUNCTIONS:


Acts as the Human Resources liaison to the Colorado Department of Education on regulations related to the "No Child Left Behind" program. Works closely with the Federal Programs department on current law and processes.

Establish and publish agreed upon timelines for teachers, long term substitute teachers and hourly teachers not highly qualified to become highly qualified. Establish and publish guidelines regarding the consequences for teachers who do not become highly qualified within the timeline.

Work with principals and department heads to ensure that the District hires only highly qualified teachers, long term substitute teachers and hourly teachers. Ensure that current application and teacher transfer systems are in compliance with new federal and state NCLB regulations. Ensure that any new applicant and teacher staffing systems the District may choose must comply with all federal and state NCLB regulations.

Coordinates with principals and department heads to correct data in connection to assignments, clarifying state and federal policy.

Team lead within the Human Resources Department to establish and maintain processes which ensure, that at the point of hire, that every teacher is fully licensed and highly qualified in the subject area for which they are teaching. That a highly qualified plan is completed for teachers employed with the District that are not highly qualified in the subject area in which they are teaching.

Responsible for collaborating with NCLB Partners at the Department of Technology Services, Student Services and the Colorado Department of Education (CDE). The Compliance Team works to ensure that the annual CDE HR report is completed within the timeline required by the state.

Collaborates with the Office of School Reform and Innovation (OSRI) to ensure that all charter school teachers meet the NCLB guidelines.

Tracks teacher license expiration and works with Human Resources to notify teachers and principals of pending expiration of licenses.

Track not highly qualified teacher plans to ensure that the teacher completes the requirement of the plan.

Liaison in a collaborative manner to coordinate processes between the Payroll Business Service and Human Resources Department for data capture of teacher qualifications as required by the regulations of NCLB.

Establish and maintain communication processes and up-to-date training for Payroll Business Services and Human Resources regarding federal and state regulations for highly qualified teachers, long term substitute teachers and hourly teachers.

HR Team lead in collaboration with the Department of Special Education to develop processes for ensuring all secondary special education teachers become highly qualified.
Establish and maintain processes to ensure data quality in that all course names and numbers must reflect the content area.

HR team lead with the Department of Technology to establish data quality processes and the generation of real time teacher qualification report for District Principal's and/or Department Heads on teacher qualifications allowing them the ability to appropriately and more effectively assign highly qualified teachers.

Collaborates with the Department of Technology Services on setting standards for scheduling elementary teachers in the student information system as it relates to NCLB requirements.

Works with the Department of Technology Services on the generation of highly teacher qualified reports at identified times during the year.

EXPERIENCE:

Demonstrated hands-on knowledge working in the public system and state and federal agencies. Two or more years of related experience with federal and state regulations, preferably "No Child Left Behind" regulations. Communicate effectively in written and oral form, conducting presentations and workshops. Demonstrated computer skills including extensive experience working with operating systems including Windows and other proprietary systems. Bachelor's Degree desired.

PERFORMANCE:

Demonstrated experience performing in compliance with established human resources and departmental policies regarding: attendance (absences, tardiness, sick leave and vacation use, and other scheduled or unscheduled absences); fingerprinting; dress code; safety; security, disaster and other policies, procedures and practices.
