EH&S Training Specialist level 2 or 3

Opportunity

Position Summary:
The Environment, Health and Safety division at Berkeley Lab has an exciting new opportunity for an EH&S Training Specialist 2/3 (position may be offered at the 2 or 3 level). The incumbent will report to the EHS Deputy Division Director under general supervision to deliver technical training programs designed to promote knowledge of and compliance with EH&S/ES&H issues and regulations. Position applies knowledge of instructional design, and training concepts/practices. This position also applies knowledge of regulatory safety training requirements to coordinate the delivery of training programs in EH&S and related fields. In addition, the incumbent provides solutions toward ensuring that EH&S training course content, processes, and delivery mechanisms meet the needs of the Lab research community and supporting functions.

Responsibilities in the following categories include:
1) EH&S TRAINING PROGRAM ACTIVITIES

  • Under general supervision and working in collaboration with EH&S technical experts, plan and conduct technical training programs.
  • Using available and defined precedents and guidelines, prepares, reproduces, and delivers training materials to EH&S classes. Exercises judgment within defined procedures and practices to determine appropriate actions.
  • Provide assistance with development of course materials for routine professional-level presentations.
  • Use multimedia and course development software to produce online training in accordance with EHS training development standards.
  • Identify and implement efficient and effective training delivery methods, including Web-based and multi-media techniques.
  • Apply standard knowledge of instructional design training concepts and principles to work directly with EH&S technical experts on coordinating course content, delivery methods, course evaluations, and exams.
  • Provide internal consulting services and solutions to a variety of moderate complexity where analysis requires a review of identifiable factors.
  • Apply knowledge of work assignments to meet objectives. Schedule and solve logistical considerations of EH&S classes.
  • Assess the effectiveness of training and development programs and propose improvements as deemed appropriate.
  • Maintain training database, records and documentation to ensure timely and accurate course crediting and course profile information is available in the HRIS Training Module and UC-wide Learning Management Systems.

In addition to performing the above on a more independent and advanced level, if position is filled as a Level 3:
  • Oversee EH&S Training administrative function, including the following: preparation, reproduction, and delivery of training materials to each class; scheduling and logistical considerations of EH&S classes; advertising of course availability and schedules; ensuring timely and accurate course crediting and course profile information in the HRIS Training Module; review and analysis of course evaluations to improve the quality of EH&S training offerings; and, ensuring appropriate procedures are in place to maintain regulatory compliance.
  • Establish network of internal Berkeley Lab EH&S training contacts, and develop and maintain effective working relationships with these contacts by seeking opinions regarding improvements to EH&S courses and related processes. Serve as facilitator, with EH&S technical experts and Berkeley Lab customers, to determine solutions for issues identified.
  • Delegate to and provide technical leadership to less experienced professional trainers and technicians as well as the EH&S Training administrative staff.

PLIANCE & ASSURANCE
  • Reviews and analyzes course evaluations. Analyzes and interprets factors such as applicable trends and patterns using available resources and guidelines.
  • Establish reciprocal arrangements with other laboratories and scientific institutions that allow for exchange of information that would enable scientists, guests, and users from other institutions to receive credit for appropriate training taken elsewhere and thereby meet our ES&H program training requirements.

In addition to the above, if position is filled as a Level 3:
  • Identify and document regulatory requirements as well as establish and document internal controls to ensure compliance.
  • In collaboration with Berkeley Lab line management, assure that required training is provided and/or verified, and documented for the entire Laboratory population, including subcontractors, visitors and scientific facility users.
  • Develop, maintain and publish performance metrics documenting effectiveness of training program and completeness of meeting regulatory requirements. These might include the development of periodic reports to the Radiation Control Manager and the EH&S Division Health and Safety Group Leader, and monthly line management reports to Berkeley Lab Divisions.

Qualifications needed to succeed:
  • M.A. in Education, Instructional Technologies or related field and 1 to 3 years of experience, B.A. and 3-5 years of experience or an equivalent combination of education and experience.
  • Knowledge of various training media, as well as multi-media software applications and other emerging training technologies in the field, including Flash, video production, Photoshop, and other industry standard software/tools used to develop online training.
  • Must possess knowledge of theories, concepts, and principles of effective training and a variety of delivery systems for training.
  • Experience conducting classroom training or workshops
  • Strong interpersonal skills in order to work effectively with diverse populations. Demonstrated effective communication skills, both oral and written. Demonstrated experience organizing and editing written documents. Experience preparing and making effective presentations.
  • Demonstrated experience maintaining data with strong attention to detail and generating meaningful reports to management.
  • Demonstrated experience with program administration and process evaluation techniques, and demonstrated ability to implement process improvements and provide solutions to problems of moderate complexity.
  • Knowledge of and experience with training requirements of OSHA and other pertinent State and Federal regulatory programs, such as the DOE Training Accreditation Program (TAP).
  • Working knowledge of word processing, presentation software (PowerPoint), spreadsheets using Excel, and familiarity with database applications (Access, Oracle, PeopleSoft).

In addition to having Extensive knowledge of the above, if position is filled at a Level 3, you need:
  • Education, Instructional Technologies or related field and 3-5 years of experience, B.A. and 5-7 years of experience or an equivalent combination of education and experience.
  • Experience serving as a liaison between different organizations within a large institution. Demonstrated advanced-level statistical analysis and problem-solving skills.
  • Ability to provide technical guidance to less experienced professionals and act as a lead or subject matter expert on training and development projects and activities.
  • Ability to develop and maintain effective training programs and quality assurance methods to document compliance with ES&H training requirements.
  • Demonstrated ability to independently establish priorities and approaches to complex solutions.
