College of Liberal Arts, U of MN Chief Information Officer

The Chief Information Officer of CLA is the creative leader, manager, and advocate for information technology within the college, and the IT representative of the college within and outside of the university. A successful CIO will use current and emerging technologies to position the faculty and students of the college for success in education and research and to ensure efficient and effective use of resources across the college. The CIO is the director of the CLA Office of Information Technology, which is a broadly constituted organization with a wide field of operations, including among others technology enhanced learning, audio/video studios, digital visual resources, desktop support, web design support, and management of high-capacity servers. CLA-OIT is proud of its practice of innovation and collaboration, and the new CIO should maintain that tradition. The CIO reports to the Associate Dean for Planning. The Director of Academic Technology and the Director of Information Technology Services report directly to this position. CLA-OIT consists of approximately 100 employees. Responsibilities include: Strategic Planning -Work with collegiate leadership to determine the IT needs and opportunities for CLA related to instruction, research, and administration and to establish a vision for CLA-OIT. -Work with collegiate leadership to establish goals for CLA-OIT that will address the needs and opportunities as well as short- and long-term plans for reaching those goals. -Provide metrics and benchmarks to assess the success of CLA-OIT. -Participate in university-level IT Leadership Alliance, ensuring alignment with the key partners and the development of shared technology services throughout the University. -Remain up to date in the field of information technology, especially in regard to higher education. Management -Create and maintain a highly effective staffing structure within budget constraints. -Work with associate dean and others to develop CLA-OIT annual budget. -Oversee CLA-OIT budgets for hardware, software, personnel, outside contracts, etc. -Recommend budget strategies for key projects based on economic and/or technical analysis. -Identify and pursue sources of technology funding for CLA initiatives. -Monitor effectiveness of and satisfaction with services and establish standards for performance of routine services; provide metrics and benchmarks to measure success. -Partner with the Office of Information Technology and other University offices to ensure that CLA complies with federal and state laws and regulations as well as University policies and procedures. -Provide leadership in developing and implementing short- and long-term strategy statements, operational documents, policies and procedures, and programs. -Coordinate specific services to departments in consultation with department faculty and staff. -Seek out and identify technology opportunities for CLA. -Inform and guide college administrative decisions on technology related purchases. Communication -Build and support positive, collaborative relationships between CLA-OIT and the academic and administrative units of CLA as well as with other IT departments within and outside the university. -Explore and develop mutually beneficial working agreements and collaboratives with other colleges and units around the university. -Represent the needs of CLA to IT partners across the university. -Ensure timely and complete dissemination of IT news and policy to the CLA community -Research trends and developments and share with relevant constituents. Services -Provide leadership in the provision and coordination of college-wide information technology services, including the initiation of new services and discontinuation of existing services. -Oversee the implementation of operational plans that ensure optimal service and support to all parts of the college community. -Oversee the implementation of a uniform organization-wide strategy for services, equipment, procedures and communications. Requirements:

Required Education: Bachelor's degree Preferred Education: Master's degree in a field related to job duties (e.g., computer science, information technology, e-learning, management) Required experience, skills, and competencies: -Career track of progressive, documentable accomplishments and increasingly complex information technology services and information management roles. -Minimum of 5 years supervisory experience. -Working technical knowledge, balanced by dynamic leadership and customer-centric administrative management. -Demonstrated capacity to understand and work across diverse user entities including faculty, students and staff. -Familiarity with current and advancing information technology, and technological innovations as they relate to technology services in a University setting to also include broad understanding of instructional technology and pedagogies. -Demonstrated ability to manage multiple competing priorities such as new service projects, system upgrades, implementations, assimilations and conversions of multiple systems, while establishing realistic deadlines, meeting them, and staying within budget. -Demonstrated ability to forge strong relationships with diverse sets of user groups. Ability to assess individual and group skill sets in light of evolving organizational processes, and to map distinct steps to accomplish improvements, achieve and exceed goals. -Proven success in developing and managing budgets. -Experience in strategic planning and execution. -Demonstrated commitment to diversity -Commitment to the liberal arts -The successful applicant must be able to demonstrate authorization to work in the United States at the University of Minnesota by the start date. Preferred Experience, Skills, and Competencies: -Experience within a university/academic environment and technology in higher education. -Ten years of relevant experience, including experience in a large complex organization. -Innovative networker, with strong IT community connections locally and nationally. -Demonstrated ability to work collaboratively and effectively with faculty, staff, and administrators. -Prior experience in a senior leadership role with demonstrated ability as a critical thinker with excellent problem solving skills. -Experience with IT policy/guideline development and implementation, and understanding of compliance and regulatory issues facing the industry and track record for ensuring accountability to these and other policies and laws.
