Position Summary: Network Team Leaders manage an integrated team of instructional and business staff that serves the approximately 25 schools in their network. Network Team Leaders will serve in a managerial confidential capacity with significant discretion and independent decision-making authority as advisors to the Deputy Chancellor for the Division of Academic Performance and Support (DAPS). Network Team Leaders also work closely with the principals in their network, being held accountable for the success of their schools in meeting their cumulative performance targets in all critical areas, as well as for engendering high levels of principal satisfaction with the services and support they provide. Network Team Leaders manage a network team of approximately 12-15 members responsible for providing services to their schools, which may be one or more self-affiliated networks. These team members will work with a range of specializations to support the individual schools in the network(s) and spend most of their time in the schools. They will assist the schools in sourcing services from within the Department of Education (DOE) and from third parties. Together, the Network Teams work closely to support affiliated principals, who will select the team and have significant input into their ratings. Reports to:Cluster Leader Direct Reports:Approximately 12-15 Team Coordinators in each of the following areas of expertise: Achievement, Instruction, Special Services, and Operations. Key Relationships:Network Team Leaders work closely with principals in the network. In addition, Team Leaders partner with central leadership to ensure coordinated support for network schools. Team Leaders work together to ensure best practices in network support are utilized throughout the Cluster Structure. Responsibilities Support to Principals * Manages the integrated team of instructional and operations staff who serve the network principals. * Leads the team in capturing and disseminating knowledge to and from schools. This includes best practices at the school and network levels. * Develops policies advancing a service oriented culture designed to assist network principals and schools in improving student achievement and accelerating students’ learning and in attaining high levels of principal satisfaction with the services and support the network provides. * Leads team in customization of positions, contracts, and services to meet the unique needs of network principals and their respective schools. * Under the “train the trainer” model, leads team to act as a primary conveyor of essential expertise necessary to enable a Principal to be successful, assisting in designing, training and professional development. * Ensures that proper resources, support and training are provided to the Principals in order to build instructional and operational capacity at the school level. * Serves as the direct link between network/cluster and central leadership for purposes of fulfilling principal and school needs that cannot be serviced by the network team. * Identifies complex and systemic needs of schools in the network and arranges for the provision of services to meet those needs. * Determines when to bring in additional resources and/or expertise from the system. * Creates mechanism to capture and implement best practices across the team and across the initiative; tracks and follows up on implementation and performance. Team Leadership * Serves on hiring committee for team coordinators and cultivates and evaluates team members based on evaluation criteria. * Conducts cross-functional network team meetings to place the capacities of all team members at the disposal of all other team members and all schools that each team member supports and maximizes the network’s problem-solving capacity on behalf of all network principals and schools. * Ensures quality control on both service delivery and training provided by coordinators on team. * Develops and leads individual and group training for coordinators on team. Accountabilities * Develops policy, with other Team Leaders and Cluster Leaders, to advance goals of DAPS initiative. * Sets policy for Network Team to ensure maximum effectiveness in assisting schools to achieve academic goals. * Delivers, in the aggregate, the achievement results for the schools in the network. * Deploys, based on input from the principals, team members in a manner that best serves the schools. * Serves as the liaison to central leadership to ensure a smooth working relationship between the two parts of the organization. Qualifications Minimum * A master’s degree from an accredited college in a field related to the positionandthree (3) years of full-time progressively responsible professional experience in education administration in one or more education-related areas, at least eighteen (18) months of which must have been in a managerial capacity; or * Graduation from an accredited college with a baccalaureate degreeandfour (4) years of full-time progressively responsible professional experience, as described in “1”; or * A satisfactory combination of education and/or experience which is equivalent to (1) above including teaching experience towards meeting the general experience in (1) above; however, all candidatesmusthave the eighteen (18) months of managerial experience. Plus * Minimum 8 years successful experience as a public or private school principal and/or major management and policy experience at the central office level. * Demonstrated experience in supporting student achievement through instructional, administrative, or programmatic means. Preferred * Experience in training other school professionals to improve achievement. * Advanced degree. * Experience working in Secondary Education. * Knowledge and understanding of the techniques and program models for English Language Learners. Salary:$111,000 - $170,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
