The Office of Data and Accountability (ODA) team is focused on providing high quality data, information and analysis to enable the sweeping reforms currently underway at the District of Columbia Public Schools.

ODA serves as the analytic hub for the district by providing data to support policy and implementation goals as well as providing assistance in development and dissemination of all achievement related data and oversee and direct all research, evaluation, analytics and testing activities including all summative and formative assessments. ODA is also responsible for overseeing the data system functions for DCPS.

The guiding principle of ODA is to support decision-making in DCPS with accurate information about how our students are performing, and how the district as a whole is performing. ODA provides the DCPS community with streamlined data systems that place high quality, results-focused information at its fingertips, and provide the supports to transform data into actionable information.

The Strategic Alignment and Performance Management team acts as a liaison between ODA and other DCPS functional areas to ensure alignment towards departmental data priorities and district-wide goals. The team supports strategic planning, performance management and professional development so that ODA can enable other DCPS stakeholders to make dramatic reforms through the use of data systems and/or process improvements related to data.
The Analyst will be responsible for supporting the Office of Data and Accountability (ODA), the Office of Special Education (OSE) and the Office of Human Capital (OHC) in implementing IMPACT for special education staff. These departments recently implemented a groundbreaking new teacher evaluation system, IMPACT, which utilizes observational ratings of teachers by both administrators and third-party expert teachers, Master Educators, in combination with a measure of student achievement growth and several other measures of performance. IMPACT is at the center of many of the Chancellor's most important reforms, which focus on what has come to be recognized as the most critical school-based factor in driving student achievement - teacher quality.
The analyst will primarily focus on facilitating the retrieval and processing of data metrics used for performance to ensure that metrics are both fair and consistent across the district. S/he will work with various program owners in the Office of Special Education to develop requirements to ensure that the data metrics are aligned with program use of the data. This will include gathering functional and technical requirements for data metrics used for IMPACT as well as ensuring that data quality used for IMPACT are fair and equitable.
The Analyst will report to the Office of Data and Accountability's Program Manager for Special Education cational Requirements

Bachelor's degreeQualifications

* Bachelor's degree and 2-4 years work experience required
* Master's degree involving quantitative analysis preferred
* Undergraduate major involving quantitative analysis OR work experience involving significant quantitative and qualitative analysis required
* Previous exposure to or experience in the education and special education sector a plus
* Basic requirement gathering qualifications
* Previous knowledge and experience using database and data management applications, as well as computer systems and systems applications, and their use in schools
* Previous experience documenting, analyzing and designing business processes related to the collection and management of data and data reporting
* Strong Excel skills (macros not required)
* Must be able to function independently and as a part of a cross-department team
* Excellent public-speaking and presentation skills
* Motivated, self-directed and proactive problem solver with the ability to work independently and produce high-quality work
* Excellent verbal and written communication skills, including producing executive-level project summary and briefing materials

Responsibilities

* Serves as the central resource for compiling and analyzing data for the Special Education IMPACT project
* Performs a wide variety of program planning and development as well as data collection and analysis activities
* Reviews and analyzes performance measures and effectiveness of past and prospective programs
* Conducts program and administrative interviews, surveys and data analyses
* Compiles relevant information and derives best practices for broader dissemination
* Designs and implements data preparation, processing, retrieval and storage systems
* Provides technical support assistance for data capture and report generation or analysis efforts
* Analyzes the compatibility of program requirements and implementation procedures
* Synthesizes data, develops recommendations for identified problem areas, proposes short- and long-term system actions to implement, and implements plans under manager's supervision
* Develops system and process documentation for new data systems and their use
* Provides operational support on roll out of new data systems specific to the Office of Special Education
* Supports in maintaining existing applications and data quality
* Creates and maintains detailed project plans
* Reviews and approves business process and systems documentation
* Works with DCPS central office staff to ensure faithful implementation of IMPACT
* Ensures that relevant stakeholders understand components and requirements of IMPACT
* Works with Office of Special Education and the IMPACT team to engage special education staff in the IMPACT confirmation process
* Drives the gathering and analysis of data for internal and external reporting
* Builds relationships and liaises with external partners and organizations, as well as various internal departments, to provide education on IMPACT; interact with and respond effectively to urgent requests from multiple internal and external stakeholders.

* Supports and carries out the Chancellor's mission to transform DC Public Schools and close the achievement gap
